The opaque chips
represent Confirmed Citizens; the clear chips represent Non-Citizens;
and the glowing red chips represent Fugitives.
There is also one other type of IDC in the film, but it is seen only
briefly. The "Chief Suit" woman who visits Doctor Corbit has a silver
chip. This represents someone high in the government, and only appears
on this one character.
