Rajkumar Santoshi and Sunny Deol had launched a film titled "Ajay" in 1991. Starring Sunny Deol, Meenakshi Sheshadri, Raveena Tandon, Music by Bappi Lahiri, Produced by Dharmendra. For undisclosed reasons the film never took off. Years later, Rajkumar Santoshi took the script of "Ajay" and made it as "Pukar" with Anil Kapoor. This angered Sunny Deol as he felt Santoshi had betrayed him. Santoshi had promised to make that script with Sunny Deol. Since Sunny Deol had the rights to the title "Ajay" he gave it to Suneel Darshan.
Juhi Chawla was replaced by Karishma Kapoor.
Manmohan Singh was to direct the film. Suneel Darshan was not happy with his work so he took over as director.
The title of this movie and Sunny's character's name, "Ajay" is Sunny Deol's real name. His full birth name is Ajay Singh Deol.
Sri Devi was first signed for the film in 1992. Due to delays she opted out.
