Yes, this movie was intended to be the conclusion of the series as what series creator and the director of the film Genndy Tartakovsky wanted it to be. What made it to continuing producing new episodes was due to popularity demand, although Genndy himself was not available for working with them since he was busy working on other projects such as Samurai Jack 2001 and Star Wars Clone Wars from 2003.
