In 1989 Pahlaj Nihalani launched a film titled "Bhagya Vidhata" Starring Shakti Kapoor as the main hero co starring Neelam, Prasenjit and Sonam. Music by Bappi Lahiri , Directed by Shiv Kumar. The film was shelved after Pahlaj Nihalani's film Aandhiyaan flopped miserably at the box office . Pahlaj did not want to take a risk with casting after doing a film with Mumtaz. Bhagya Vidhaata was restarted with Chunky Pandey and Raveena Tandon in 1994. It was titled Son of India. Once again it was shelved .
When the film was first announced in 1994 but no cast was finalized. Then in 1996,Bobby Deol was signed to play the lead role. The film got shelved. When it was revived,Chandrachur took Bobby's role in the film.
Sunil Shetty was first signed for the film in 1997. Then it got stalled. When the film was restarted, Puru Rajkumar was signed for the role.
Mahima Chaudhary was replaced by Flora (Asha) Saini.
