Yes and no. Most fans of the original two films consider this as nothing but a rip-off, however the rights do determine who can use the name. The people who made this film have the right to use the name Creepshow, and that in fact makes it official. However, this film is almost nothing like the original two. The creators of the series were not involved, the filming has a different and cheaper quality, and the comic book references are not there. This film seems to be an attempt by the rights holders to use the Creepshow name to make more financially from a poor quality movie.
