The Powers that be from rival cities Pottersfield PA, and Capital City NJ temporarily put aside their differences and meet up for a Parlee when mysterious plastic wrapped bodies begin washing ashore on both sides of the river. Pottersfield Police Chief Joe Keegan warns Mayor E.Charles that these bodies may bring unwanted attention to the area possibly disrupting the potential land deal in play. Mayor E.Charles designates the problem as a Pottersfield issue as Joe Keegan tries to remind him that what's bad for one is bad for all.

Dennis Copeland makes his nightly ritual commute to his favorite Liquor spot before shift to visit the flower of his desires Angelique. As the opioid epidemic swells Copeland's visit is cut short when he gets a call of an Over Dose at an address he is familiar with. Moody and the old veteran Hollis Polk come to terms with the spree of death happening around town when Copeland arrives on the scene and things begin to deteriorate.

After 2 weeks after discovering the body at the riverfront the WildCat unit of the Pottersfield P.D. try to suppress the news of two more possible murders. Fearing a spree they take to the funhouse woods after a call of strange activity happening just outside town.

On the rooftop of a luxurious apartment building in Brooklyn Officers Shelton and Hunt secretly investigate a murder scene. A 26 year old female covered in a black sheet with mysterious origins baffles the Auto Crime officers. Breaking with protocol and quickly realizing they may have bitten off more than they can chew the case takes a dramatic turn when the Commanding officer Inspector Sosa arrives on the scene demanding to know how the two officers got wind of the crime and why they neglected to properly follow procedure. As they are dismissed the officers pay a visit to the buildings security office only to realize there are seems to be a puppet master pulling strings around the investigation.

Newly promoted Detective Walter "Smitty" Smith is tasked with an off the books assignment by Rogue Captain Reese to infiltrate fugitive Noetic Scientist Dr. Oswaldt Radcliffe-Nah and his secretive group of "Odd-Men' calling themselves the Anthill. Burdened by the thoughts of if what he's doing is legal or moral, Smitty quickly learns that the teachings and beliefs in the supernatural that Dr Radcliffe and his anthill swear by makes Smitty question his own beliefs.

Rising Real Estate magnate Lucien Dragic believes that there is an anonymous old money conglomerate in New York City actively constraining his company's growth and ability to expand. Feeling like he's being targeted by power brokers from the shadows he looks to smaller towns and cities within a 90 mile radius of New York to find new opportunities. He quickly comes upon small New Jersey city with a big time politician who's hunger for power and influence matches his own and they quickly find out that alliances between frenemies can sometimes be incredibly fruitful but rampageous.

Charles Burnham struggles to avoid being the 3rd straight mayor to leave office in handcuffs amid rumors of federal indictments. As he prepares for re-election he must ward off a coordinated attack from a wealthy suburban political coalition attempting a hostile takeover of the city by the State of New Jersey.

In the Season Finale things begin to come to a boil in both the City of Pottersfield PA, and in Capital City NJ. The major players begin to reveal themselves and powermoves unmask key alliances. Mayor E.Charles and Chief Joe Keegan begin to feel the crunch as rumours of federal Indictments plague both sides of the river and the focus on the murder spree gives way to fraudulent money schemes and survival.
