Concept material for the game included a level in which Ghost Rider travelled through a mid-western ghost town with corn fields and trailer parks that was in the process of being torn apart by a tornado, but, to the dismay of the team working on the game, this level was cut.
The Vengeance boss fight, was conceived to be very different from the final version. Concept art showed Vengeance riding a demonic flying dragon, with Ghost Rider's love interest Roxanne Simpson being held hostage in a spherical cage tied around the dragon's neck. For unknown reasons, this concept was cut.
Some rare early gameplay footage showed Ghost Rider lowering a folded up dilapidated wooden awning with his chain to use as a walkway (presumably in one of the walking levels taking place in San Venganza, based upon the backdrop of the footage). This small in-game cutscene appears nowhere within the final release.
Confirmed by designer Sam Barlow, Wolverine was supposed to be a playable character, and was cut late into development. Wolverine and his involvement in the story were cut, including a scene of Ghost Rider lighting up Wolverine's cigar.
Ghost Rider villain Deathwatch was originally conceived as a boss for the game, and while he was cut, his minions, the Deathwatch Katana and Shuriken Ninjas, remained within the final game, and he is still a playable character in the multiplayer modes of the PlayStation Portable Version of the game.
