After meeting Lady Reah for the first time, Hugo defeats six enemies. He is then surprised to find these enemies reviving. In order to reach this area, the Player inevitably has to encounter these same kinds of enemies, so Hugo should not be surprised by them reviving.
Considering that Toal had been to Rado's Annexe before, he should have been able to teleport there with the Crystal after having received the Silver Chimes from Lady Reah.
