While Rincewind's age is never explicitly revealed in the Discworld novels, it is indeed implied that, at least at the beginning of the series, he is supposed to be considerably younger than actor David Jason, who was 68 when filming this. Specifically, a Rincewind alter ego from another dimension is stated to be 33 years old. There are also many references to Rincewind being an exceptionally fast sprinter, able to outrun nearly every foe, man or monster.
There is no credit and I can find nothing listed anywhere... but it certainly sounds like Gaiman using a rather high-pitched voice. (The character of the Alchemist was a cameo by Richard Woolfe, who was an executive at SkyOne at the time.)
