Yes, it's the same English dub from the mid 90's. The only differences are rearranged music and sound effects.
The CGI was redesigned to resemble that of it's sequel. While the opening scene with the Major fullfilling her mission and the deep sea diving scene were entirely done on CGI with the Major being rendered as CGI, her other scenes have her in her original 2-D form. The Japanese audio track is a new one with most of the original voice actors reprising their roles. The story in general is the very same, where all of the scenes remain intact or completely redone.
Yes, the original version from 1995 is available to watch on both editions with the original Japanese audio track and video presented in HD.
