The character of Jack is from the short film 'Guilty Conscience', also by Erik Howell and Kevin Jones. When Jack first appears he is having a telephone conversation, explaining that he is "on his way." Whatever he is on his way to will result in his arrest and thus his appearance 'Guilty Conscience'.
Details in the missing posters in the final shot reveal the villain's travels up and down the west coast of the United States, much like the I-5 serial killer.
