No, that is not correct at all. While it's true that many fans believed that Bloo was yelling at the near end to Mr. Herriman about making World angry: "You p*ssed him off that's whats happening!" But in fact Bloo actually yells "You peeved him off that's whats happening!" If Bloo actually yelled the real swear word it would've been controversial since the feature is aimed towards children. What made the fans believe that Bloo yelled the swear word could be due to bad sound quality on the recorded televised version of the feature and also for another kind of presentation where at some special formats can use direct subtitles where it probably got confused with its audio and replaced the word "peeved" to the alternative (but also the real) swear word.
