The series was the fourth animated television series produced by the animated studio Knack Productions. Despite the studio's founders including former personnel of the prestigious studios Toei Animation and Mushi Production, Knack Productions had a reputation for producing poor-quality imitations of concepts popularized by other studios.
Much of the series' senior staff had previously worked on the series "Astroganger" (1972-1973). The two series feature similar character designs, story elements, and characterizations.
According to a 1979 interview, the series was inspired by an illustrated futuristic story by Hiroshi Manabe.
By 1974, the average budget for a 30-minute animated television episode was 4-5 million yen. "Chargeman Ken!" was instead produced on a budget of 500,000 yen per episode. The personnel of the series reportedly felt resigned that it would be a failure, and several of them regularly skipped work.
The voice cast of the series was not credited in the surviving episodes. The production company credited the "Kindaiza Troupe" (Gekidan Kindaiza) for providing the voices, but it unknown who were the members of this group.
