Filmed in 2000 under the title "Dial 9 for Love" (later changed to "Men Are Dogs") with a planned 2001 release. The production company pulled out just after filming was completed, leading to the film being shelved as there was no money left to finish it. Several years later, director Kees Van Oostrum showed a rough cut to several hundred students at the filmmaking workshop he was teaching at Drexel University, and, buoyed by their positive reactions, decided to find a way to finish the film. Gary W. Wilkes stepped in as executive producer after Van Oostrum showed him the rough cut, and arranged for the necessary funding to shoot additional background scenes, create visual effects, record a score, finish editing and perform a digital intermediate. The film was finally completed in late 2012 and released in 2013 as "A Perfect Man".
The setting for this film is in Amsterdam, Holland, complete with the store front windows showcasing the various prostitutes of the legal bordellos and the opium dens.
