Having won the game against Kamen Rider Thousand Ark, Kuroto Dan uses the Genm Musou Gashat's power to acquire IT-related venture companies one after another to expand Genm Corp. However, Smart Queen, Smart Brain's female icon and president's secretary, appears to reveal Genm Corp.'s acquisition has been completed. Its purpose is the power to create games for Kuroto. Kuroto escapes with Genm Musou Gashat in his arms, but it runs out of power and stops. The person who helped Kuroto was somebody unexpected.

Ep.2 The Omen of Destruction and Desast's Awakening (ep. 2 Horobi no Yochô to Dezasuto no Kakusei) is the second episode of Kamen Rider Outsiders, and the third overall. It features the resurrection of Horobi and Desast.

It features the resurrection of Tenjuro Banno and Brain, as well as the former's transformation into Bronze Drive, and the debut of Kamen Rider Zein.
