The Hookman is essentially an urban legend brought to life in the form of a horror short film. It's a nice micro short, but I would have liked to see it take the legend's story a bit further. That way, it could have built on the urban legend rather than just visualizing it. Still, it works as is.
That said, I don't think we really needed to see the Hookman. It might have been spookier if his presence was only hinted at-through sounds, the sight of the hook, or other subtle clues-rather than showing him directly. A first-person perspective from the madman's point of view, creeping through the dark toward unsuspecting teens, might have made it even more unsettling.
