As Dave is driving around at the beginning of the episode, it has clearly just recently rained. Yet Dave throws his cigarette incendiary devices out the car window and they successfully start fires. Since the rain was heavy enough to leave standing puddles on the street, the mattress he sets on fire would be too wet to ignite.
