It is a shout-out to a limited run of Jurassic Park comics where a Colombian drug lord captures three wild velociraptors and force Alan Grant and Ellie Sattler to train them to kill on command. It is they who name the raptors Alfie, Betty, and Celia.
DX was the shorthand of the virus that ravaged the Isla Sorna Site B facility. It led to a mental breakdown of some the animal population and was caused by feeding the animals ground-up sheep meat that was tainted. It was unclear if it was communicable to humans.
It can be assumed that Junior is Lewis Dodgson Jr., the new head is BioSyn and son of the man that hired Dennis Nedry to sabotage Jurassic Park in the first film.
