This movie starts off with the armed robbery of the titular jetfoil boat going from Macau to Hong Kong. Its apparently based on a true story. My subtitles didn't say anything about that but the opening credits show newspapers covering the robbery.
It starts off with the robbers planning things very quickly and the robbery scenes are well done but then it switches to the police. Due to the location of the robbery it involved police forces from Macau, Hong Kong and China.
The way the investigation is handled seems believable but now we come to the main problem with this movie- none of the characters ever come alive and there's no real character to cheer for. It all falls flat. Even a possible romance between a reporter and one of the cops goes nowhere.
Its a short movie but things are wrapped up in an anti climax 10 minutes from the end and then it just limps to the end credits.

This could have been yet one more low budget action with a few actors running around the woods shooting at things but it is let down by some of the worst effects you'll ever see.
To be fair the cgi used for the Raptors isnt bad, something like the Aslum would use, perfectly acceptable for this sort of low bidget movie where nobody has any high expectations, but what absolutely destroys the movie is the practical effects, if you can call them that. What is supposed to be a plane flying through a thunderstorm is so obviously a kids model airplane, sort of like an Airfix kit on a string. I didnt know people still had the nerve to try and get away with things this cheap.
