Hollywood is really going downhill, and the fact that this movie got Oscar nominations shows both the decadent state of society and the low quality of the cinematographic arts. 20-30 years ago, this movie would have been considered a B movie at best, no one in their right mind would actually take something like this seriously.
Lets start breaking this apart, why this does not have any of the qualities of a good movie.
First, the script is amateurish. Although it takes on a a very serious subject, the way it approaches it is almost like a joke. Although it has 2h and 19 minutes, you almost feel this movie like a sketch. Other movies would have had ample time to build characters and get us to sympathize with them, understand them. This is not the case here. Time is just wasted, there are not meaningful moments and no quality dialogue. Most of the dialogue is just people screaming at each other.
The acting is also bad. With the exception of Karren Karagulian and maybe Yura Borisov, the actors generally disappoint. The main character does make you feel anything, she is just like bad actors from reality tv shows. Her accent is mostly jewish, not russian (that may be intentional, otherwise it is just bad acting, since she can't hide her real accent). Mark Eydelshteyn, who plays Ivan, the other main character does not show us anything, he does nothing with his character. Most good actors make their character and bring something of their own to the table, nothing here.
The editing or filming of this film is nothing special. Costumes and hairstyles also nothing special. So what exactly does this film have? Maybe the only luck it has is that this year, like the last 2-3 years no really good movies have been made in the US.
So why is it that Hollywood movies have gone down the drain? Maybe it is because of streaming services which try to please as many people as possible which means an average movie at best, since you can't please everyone. People just stay home and watch their streaming service and don't really go to the cinema. Also, the pandemic affected the cinema industry. The decline in DVD sales is also a reason, who still has a dvd player anymore? So, no ticket sales, no DVD sales, this means not as much money as Hollywood was used to.
Can you make good movies with little money? Yes, but for that you need an exceptional script and exceptional actors. Can current days Hollywood make good movies with a small budget? It seems not.
