The writing is so bad that there's no way anyone that actually thinks through anything would be able to suspend disbelief for this poorly thought out world. I love boring, long winded, slow movies, and usually when someone complains about a movie using any of those terms I'm like "hmmm, I should check that out." but dear lord this is boring.
All the actors do a great job, it's not their fault it's just the most dull show ever made, and not a shock it had a low viewership causing it to end abruptly.
Every 5 minutes someone is having a big ridiculous dramatic moment, or comment akin to; A shadowy figure walking down a dark wet alleyway, talking to themself about how the worlds aren't so different after all, or how humans can't change, omg! It turns out to be boring subcharacter whose name I forgot number 38.
The way "classified" anything is handled in this is frankly ridiculous and ignorant. Which makes no sense for how much the writers are clearly obsessed with writing pedantic beaurocratic drivel.
There are informants and agents constantly working on either side which makes the information brokering in the show absolutely pointless, because all the information they is very easy to find out information, stuff you could find in a google search, or even a newspaper on the other side.
At it's core the writers don't create a believable world, and have the character writing skills of an 8th grader.

The only case I can think of where this would be a 10/10 is if someone had their first philosophical, introspective thought due to this movie.
The discussion presented in this film isn't groundbreaking, it's interesting and ponderous in it's best moments. Not only is the viewer given ideas to reflect on in their own life, but at the same time the film slowly unfolds the actual personality, and character of the Wallace and Andre.
Sadly, this isn't enough to warrant film being it's medium. Sure, there are subtle nuances that add to the personalities of the characters, but not enough that this couldn't just be some radio program, or in todays world would simply be a typical podcast program.
Maybe you saw this film as a teenager and it opened up your eyes a bit to the way the world works and you nostalgically view this as a 10/10, but positioned against media in the modern era, it's just a generic podcast episode.

People are judging this show too harshly based on their nostalgia for the old show, which I've never seen, but there are definitely some issues.
1. The "Flip" character is a pointless waste of time probably just being used to stretch a small amount of content into a longer episode.
2. The scenes without the actual 'victims' in them are also a pointless waste of time.
Remove those two things, and throw in another scare or two so there's at least 3 scares per episode and it'll be more worth watching.
Although people complained about some of the scares not being scary or believable enough I don't think that really matters, I even think a long setup is good provided its all content of the actual victim being recorded and their reactions. Where it is now there's like 6 minutes total of victim footage in a 30 (24) minute episode which is far too little.
