Department for Work and Pensions (DWP) in Europe is working to move 1 billion lines of code from legacy mainframe to modern systems. These core systems handle £150 billion worth of payouts that millions rely on daily. While it's hard to guesstimate a single line of COBOL migration, it usually falls between $7 to $15 USD. At the low end, the DWP is looking at $7B USD, which given the 70% failure rate from BCG study, they have about a 30% chance of success. Now, we know that 78% of project failures is due to poor requirements which when dealing with a legacy codebase over 40 years old, like the DWP is doing, that can be higher. So lets say they do fail. That's $7b USD down and odds are it will be to migrating ancient code with no requirements, giving a lead metric failure cost of $5.46b USD due to poor requirements management. How can they avoid this? AI offers a great solution in being able to document code at scale (yes like 1b lines of code scale). More specifically, AI tuned to creating requirements from code can help reduce the 78% failure rate due to requirements drastically.
