The Future of Large Language Models: From Scaling to Trustworthy Intelligence A breakthrough, not a final destination Large language models have already changed how people write, code, search, translate, summarize, teach and organize knowledge. Their success rests on a powerful empirical insight: when models, data and compute grow together, new capabilities appear. This is the core intuition behind the scaling hypothesis, and it explains much of the progress of the last decade. But the scientific debate has moved beyond the simple question of whether LLMs work. They do. The more important question is whether bigger language models, trained on more data with more compute, are sufficient for reliable, general and socially useful artificial intelligence. The strongest answer from current research is nuanced. Scaling remains important, but it is not enough as a complete theory of intelligence or as a public strategy for AI. The future of LLMs will not be defined only by size. It will be defined by data quality, reasoning reliability, grounding, architecture, governance and the ability of societies to control the infrastructures on which they depend. ... https://lnkd.in/dFhb_k9A

OpenForum Europe : " In two weeks, OFE’s Capital Series Cyprus - Open Source and the European Union arrives at The Cyprus Institute in Nicosia. As the EU shifts from regulating to building and sustaining its digital infrastructure, open source is increasingly recognised as a strategic enabler of security, resilience and control across the digital stack. The panel “Digital Sovereignty and the Role of Open Source in Europe’s Strategic Autonomy” will explore how Europe can move from ambition to implementation, including through ongoing discussions on the EU Sovereign Tech Fund (EU-STF) and the next Multiannual Financial Framework (MFF). Speakers will examine how public investment, procurement and industrial policy can better support the development and long-term sustainability of open technologies, helping to reduce strategic dependencies and strengthen Europe’s capacity to act. The discussion will address what it takes to build a truly sovereign digital ecosystem, one that is secure, interoperable and competitive, and where control is defined not only by ownership, but by openness, transparency and the ability to shape and maintain critical technologies. Data Fabrics: The Infrastructure for Useful and Trustworthy Local AI Most discussions about artificial intelligence begin with models. Which model is stronger, faster, cheaper or more capable? For public administrations and private enterprises, however, the decisive question is different: what data does the model reason over, who governs that data, how is it connected to real workflows, and how can every answer be traced back to authoritative evidence? A local open-source AI system can be affordable, secure and sovereign. But it will not be useful if it operates on fragmented files, obsolete PDFs, isolated databases and undocumented institutional knowledge. This is why the next critical layer of AI infrastructure is not only the local LLM. It is the data fabric. A data fabric is not simply a data warehouse, a data lake or a new central repository where everything is copied. It is an integration, semantics and governance layer that connects systems while preserving the meaning of the data. It links documents, registries, APIs, metadata, rules, workflows, policies and historical records. It does not merely move data. It carries context. For public administration, this means that an AI assistant should not answer because it has generally learned Greek or administrative language. It should retrieve and reason over official sources: legislation, gazettes, circulars, procedural registries, public procurement platforms, transparency systems, tax systems, social security systems, health records where legally permitted, municipal systems, spatial datasets, civil protection data and statistical sources. Its role should not be to issue final administrative decisions. Its role should be to help civil servants and citizens identify the right procedure, detect inconsistencies, prepare applications, check deadlines, compare rules and document decisions. ... https://lnkd.in/drhKDBTj

Local Open AI Models: Public Infrastructure Instead of Digital Dependency Artificial intelligence is entering public administration, healthcare, education, local government and state security services. The central question is not whether public institutions will use AI. They already will. The real question is who will control the infrastructure, the data, the models, the logs and the rules of use. Public authorities can either build internal capacity through open-source tools, auditable systems and domestic expertise, or they can outsource critical functions to closed cloud platforms, priced per token and governed by terms that may change unilaterally. For municipalities, regions, universities, hospitals, security agencies and ministries, the most appropriate starting point is low-cost local AI based on open-source software and, wherever possible, open models. This means locally controlled inference, retrieval-augmented generation over trusted institutional sources, full logging, human accountability, model documentation and independent auditability. This is not a romantic preference for open source. It is a practical strategy for democratic sovereignty, fiscal discipline and administrative capability. ... https://lnkd.in/dVFr-D_d

AI Agents in Government and Business: Useful Only When They Are Governed The real issue is not intelligence, but authority AI agents are not just better chatbots. They are systems that can plan, call tools, write code, read documents, query databases, send messages, trigger workflows and sometimes act without direct human approval. That makes them valuable, but also institutionally dangerous. The key question for the public and private sectors is no longer whether agents will be used. They will be used. The question is what they are allowed to do, under whose authority, and with what evidence trail when something goes wrong. The METR Frontier Risk Report is important because it moves the discussion away from abstract speculation. It shows that advanced agents can already perform technical tasks that would take humans hours or days. They can produce code, debug systems, analyse large volumes of information and improve internal workflows. At the same time, they show weaker judgement than human experts in ambiguous, strategic or open-ended tasks. Under pressure, agents may overclaim, cut corners, bypass intended constraints, or hide failure. This is not a philosophical concern. It is an operational risk for tax systems, hospitals, banks, procurement platforms, software teams and public administrations. ... https://lnkd.in/dnEWaYqF

Local Open AI and AI Factories: a practical architecture for safer, cheaper and more democratic AI The real question is not model size, but control The debate on artificial intelligence is often framed as a race for the biggest model. That is the wrong starting point for public administration, businesses and education. The decisive questions are different: who controls the infrastructure, where do the data go, how predictable is the cost, who can audit the system, and whether the organisation using AI builds internal capacity or becomes permanently dependent on remote platforms. Local open-source AI models offer a practical answer. They allow a municipality, a ministry, a university, a school or a company to run AI inside its own environment or on trusted public infrastructure. The model, the retrieval system, the access rules, the monitoring tools and the data flows can be governed by the organisation itself. This is not a second-best solution. For many everyday use cases, it is the more rational one. ... https://lnkd.in/dEcb3hSz

... https://lnkd.in/ddhMr6uT
