Projects entering CAISO’s Cluster 16 will be evaluated based on available Transmission Plan Deliverability (TPD), now a deciding factor for queue eligibility. CAISO’s Constraint Mapping spreadsheet, which shows where TPD is available, won’t be released until mid-July 2026.
