Leroy M. Garcia most recently served as the Special Assistant to the Assistant Secretary of the Navy for Manpower and Reserve Affairs at the Department of Defense. In 2020, he was selected to serve on President Joe Biden’s national Latino Leadership Committee, as well as co-chair of Colorado’s Latino Leadership Committee. 

Edward Cutcher is a new member of USDA Rural Development Innovation Center. He is a subject matter expert in Continuous Improvement Engineering and has recently assumed the role of Customer Experience Strategist. Ed will bring innovative insights and a strong commitment to improving customer experience, and he is already poised to make an impact within the division. 

A U.S. Navy veteran, Heather Selig leadership experience includes managing teams, overseeing multi-million budgets and conducting agricultural training exercises in the U.S., Australia, Honduras, Kuwait, Japan, and Haiti. 

“At American Indian Higher Education Consortium (AIHEC), we like to think that we can positively change the lives of every student we interact with, and that has a multiplier effect that can change the trajectory of entire families,” said John Phillips, chief of staff at AIHEC. OPPE Director Lisa Ramirez recently spoke at a USDA Beginning Farmer and Rancher Development Program and 2501 Program Project Director Training event in Charlotte, NC. The meeting aimed to help grantees enhance education programming, encourage new efforts, strengthen existing programs, and improve reporting for ag producers.
