Counter-drone missile competition possible in 2025, Army officials say. HUNTSVILLE, Ala. — The U.S. Army is considering holding a competition in fiscal 2025 for a next-generation interceptor to take out threats from unmanned aerial systems, Brig. Gen. Frank Lozano, program executive officer for missiles and space, told an audience Aug. 6 at the Space and Missile Defense Symposium. The Army uses its Combat Capabilities Development Command Aviation & Missile Center to evaluate systems such as Raytheon’s Coyote and Blue Halo’s Next-Generation C-UAS Missile. But according to Lozano, “there are other companies out there working on [counter-UAS] interceptors that might actually also have some growth potential to intercept rockets, large caliber rockets, as well as potentially cruise missiles.” A competition next year would be held “to see if there’s anything out there better that we should be pursuing,” he said. “[It’s] a way to confirm that our investment is yielding the outcome that we’re trying to achieve.” The Army released an objective requirement in March 2023 through the Aviation & Missile Technology Consortium — managed by Advanced Technology International — to develop a Long-Range Kinetic Interceptor prototype, according to an AvMC spokesperson. The service and the Joint Counter-small UAS Office are requiring the development and testing of the prototype NGCM, the spokesperson told Defense News. The vendors selected for immediate funding came from a pool of 16. Eleven others were placed in a “basket” for potential future selection, the spokesperson said. The Army is also planning on holding a competition for a new handheld device to take out drones, Lozano noted. “Inherently, a handheld system has limited power,” he said, but Lozano noted the Army recently observed promising capabilities in the handheld realm during a fielding exercise with the 101st Airborne Division. Prior to a Joint Readiness Training Center rotation the service provided the unit with handheld capabilities that could go up against small UAS, according to Lozano. A competition for a mobile flat-panel array radar to detect drone threats is also in the works for FY25. The Army already has such equipment incorporated in the Stryker combat vehicle’s mobile counter-UAS system, but officials are seeking to establish a reliable system for future operations, Lozano said. On August 30, the U.S. Department of State announced a significant settlement with RTX Corporation, formerly known as Raytheon Technologies, over 750 violations of the Arms Export Control Act (AECA) and the International Traffic in Arms Regulations (ITAR). This settlement resolves issues related to unauthorized exports of defense articles, including classified materials, improper jurisdiction and classification, and unauthorized exports to proscribed destinations. Key Points of the Settlement: 1. Violations Addressed: The violations include unauthorized exports due to failure to establish proper jurisdiction and classification, unauthorized hand-carrying of defense articles to restricted destinations, and breaches of the terms and conditions of DDTC authorizations. 2. Voluntary Disclosure: RTX voluntarily disclosed all the alleged violations to the Department of State and cooperated fully with the subsequent compliance review conducted by the Office of Defense Trade Controls Compliance. 3. Civil Penalty: RTX will pay a civil penalty of $200 million, with $100 million suspended on the condition that these funds will be used for Department-approved remedial compliance measures under the Consent Agreement. 4. Compliance Measures: RTX has agreed to enhance its compliance program significantly. This includes engaging an external Special Compliance Officer for at least 24 months to oversee the implementation of the Consent Agreement. The agreement also mandates at least one external audit of RTX’s ITAR compliance program. Department's Role: - This settlement underscores the U.S. Department of State's commitment to furthering national security and foreign policy objectives by ensuring strict control over the export of defense articles. It also highlights the critical importance of adhering to export regulations and obtaining proper authorization for exporting defense-related materials. - This agreement reflects the Department's ongoing efforts to ensure compliance with U.S. export laws and to protect national security through the diligent oversight of defense exports. The Department of State's action against RTX serves as a reminder of the importance of maintaining rigorous compliance programs to prevent violations of export regulations. For 10 years I had the distinct privilege of assisting military professionals as they transitioned from military to pursue civilian work through the Air Force's Transitional Assistance Program (TAP). I'd discuss interview questions with the monthly TAP group in person then conduct a mock interview during class with a participant. Participants often felt overwhelmed as they considered their transitions to civilian work. It's been years now since I attended those TAP briefings (the work became privatized, and I'm not permitted to volunteer any more). However, I still have a passion to help our armed forces professionals as they leave their military careers for civilian ones. Let me share a couple of tips: ⭐Know how to translate your experience (and jargon) into civilian speak. ⭐Practice your answers to typical interview questions aloud before a phone screen or interview. ⭐Don't use military jargon or acronyms. ⭐Ask for a mock interview - you may find that help from a TAP coordinator, a recruiter you may know personally, or a HR manager/supervisor you know. Speed, convenience, and flexibility are the three core principles of this simplified procurement process. SOCOM requires an Amazon-like platform with automated procurement features that can be easily changed and adapted to meet evolving mission requirements. This single mission-enabled platform will allow users to acquire the necessary training needs of Joint Special Operations Command (JSOC), Theater Special Operations Commands (TSOCs), Special Missions Units (SMUs), and SOCOM service components. We leveraged a deep understanding of SOCOM’s distinct enterprise training requirements to conceptualize a unique SOCOM Training Marketplace design within Digital University. Career Reflection: One of the best experiences I’ve had in the U.S. Air Force has been as an instructor within my AFSC. We taught a multitude of courses, to include Logistics Management and Quality Assurance practices. We also teamed with other government contractors to develop and deploy live applications and simulations on both computer and mobile platforms to advance the industry. Our team even evolved our curriculum delivery model to navigate the COVID crisis and provide high quality instruction with an online LMS fully integrated with VR simulations. This brought the logistics landscape from the warehouse and flightline into the classroom. It was such a beautiful experience to guide members to being better logisticians, and human beings. I was keen on one lesson we taught in our Logistics Management course that focused on unifying principles. That when what you value the most (your core beliefs) is aligned with your short, intermediate, and long-term objectives… it becomes your unifying principle. Now it’s not that simple because one should take the time to write out and clarify their values or beliefs. But when you do so, and chart out your objectives, and see results, it is truly gratifying. I’ve implemented this in my career and can honestly say it has brought me happiness since utilizing it. My hope is that even our younger Airmen can slow down and take the time to apply this simple method to advance their professional and personal lives. For the future of the U.S. Air Force, this should be taught at all levels. The return on investment can only result in the positive column. There is no such thing as perfection… only progression!
