For over a decade Open Technology Fund regularly supported 9 million monthly active VPN users. As censorship and internet fragmentation have become more pervasive globally, today, we regularly support as many as 46 million monthly active users – a more than 500% increase in the last two years. This is because VPNs are now an essential prerequisite for billions of people around the world who want to access the global internet as we experience it. Yet, this demand is quickly outpacing the public resources we have available. For example, we already see unmet demand in Russia in anticipation of the government blocking YouTube. We have worked with our VPN partners to keep user costs as low as possible: it currently costs about 7 cents a month -- or less than a dollar a year – to support one user. While that is comparatively cost effective, we are supporting millions of users and want to support millions more to stay connected to the free and open internet. Bandwidth costs account for roughly half of the per user costs of our supported VPNs. This is why we are hoping to build on an earlier White House call to action to the private sector so that together, we can maximize our resources to support the most users possible.
