Job Description

  • Provides overall supervision to Administrative Support staff and schedules subordinate personnel; approves leave requests; ensures adequate clerical coverage in addition to their satisfactory performance in the ER-Admitting Department 24-hours per day, 7-days per week;
  • Performs annual and periodic performance evaluations of subordinate personnel, and sets clerical standards and establishes priorities;
  • Assists in the development and maintenance of departmental budgets, including OTPS budgets and capital equipment requests for short and long-range planning;
  • Directs the preparation of budgets for administrative personnel, supplies and equipment. Maintain cost awareness in the administration of personnel, supplies and equipment expenditures;
  • Utilizes appropriate progressive disciplinary action for administrative staff performance issues using Just Culture principles. In coordination with Labor Relations, determines the need for and initiates employee discipline and participates in the grievance process per New York City Health+ Hospitals/Metropolitan Human Resources policies and procedures;
  • Reviews and when necessary, directs revisions of administrative procedures and systems to address new business needs, policy changes, and/or regulatory requirements identified by the hospital or H+H;
  • Ensures the Emergency Administrative Support staff competencies meet the hospital's business standards through a system of continuing performance evaluation;
  • Plans, develops and, when appropriate, conducts training programs to maintain proficiency of administrative staff in the execution of new or revised processes and/or systems;

I Coordinates the function of Administrative Services with other disciplines and other departmental staff;

  • Assists in recruitment and selection of new clerical personnel, provides orientation/training, monitors and documents progress;
  • Represents the Administrative Director at meetings and conferences as needed;
  • Actively participates in departmental Quality Improvement activities;
  • Assists with facilitating the identification and resolution of logistical, interpersonal and inter/intradepartmental problems;
  • Acts as liaison with support services, including Medical Records, Radiology, Labs, Central Stores, Patient Escort, Inpatient Nursing Units, Maintenance, Housekeeping, Engineering, etc;
  • In consultation with Director and multidisciplinary team establishes minimum and maximum stock levels of all types and classifications of supplies. Through Central Stores, ensures that there is always an adequate supply available to staff;
  • Coordinates repair and maintenance of all equipment; prepares purchase requisition where appropriate and follows up with Purchasing and Receiving Departments;
  • Undertakes and documents daily environmental/safety rounds of Emergency Department with Nursing Manager and ensures optimum level of housekeeping and maintenance, maintain upkeep of physical plant;
  • Prepares support documents/information for Director as requested;
  • Maintains an ongoing dialogue with Director and keeps him/her adequately informed;
  • Coordinates contractual agreements for repair and maintenance of equipment;
  • Assists with the investigation and resolution of patients' complaints through appropriate channels;
  • Performs other related managerial and administrative duties as determined by the Director of Patient Access;

Minimum Qualifications

  • Master’s degree from an accredited college or university with a specialization in hospital administration,

health care administration, public health or a related discipline; or

  • Baccalaureate degree from an accredited college or university in disciplines, as described in “1” above,

and one (1) year of administrative experience; or

  • An equivalent combination of training, college education and experience in related fields.
