Dear Cong. Cheryl,

Greetings.

I am writing to you in behalf of the 3,000 residents of Sitio Kinabuksan, Barangay


Cawag, Subic, Zambales. The community therein was established by Governor Amor D.
Deloso in 1991 when number of families evacuated to Kinabuksan when Subic was heavily
damaged by the eruption of Mt. Pinatubo.

Sitio Kinabuksan although territorially part of Subic, Zambales is under the


management and supervision of Subic Bay Metropolitan Authority (SBMA) pursuant to its
charter RA 7227. Last August 2018, the SBMA management sent several armed men stating
SBMA’s intention to recover the area from the people. In fact, Residents were roofed by fear
and anxiety foreseeing that one day their homes will be demolished.

We uphold that the best, practical and long lasting way to protect this huge number
of residents of Sitio Kinabuksan is by amending RA 7227 removing Sitio Kinabuksan from
the management and supervision of SBMA and classifying the same as alienable and
disposable so that the residents may now apply for the titling of their lands. As such, we are
requesting to you our beloved Representative to file a bill amending the Charter of SBMA,
RA 7227 removing Sitio Kinabuksan from the management and supervision of SBMA and
classifying the same as alienable and disposable. Attached is the Petition of the Residents
and their signatures.
