Chapter 1: Introduction and Background of the Study
Introduction:
      “Sangguninag Kabataan” is an association intended to represent all of the
youth residing in each barangay that coincides Philippines. During the 2013
barangay elections Sangguniang Kabataan was put on hold but was not
eradicated. In the year 2016 a reform law on Sangguniang Kabataan was
completed into act with a lot of changes made into it.
       Sangguniang Kabataan was also known as the Kabataan Barangay that
was made during the time of President Marcos in the course of martial law.
Marcos in 1975 believed that youth needs to have a significant role to be part of
the affairs in the community, in order to deliver what it is that the youth has in
mind. To make decision making on government blended with the young innocent
minds in order to make it useful to all community members. Marcos’ daughter
Imee has been a chairman during that time.
      Kabataan Barangay started to be less popular with all of the controversy
flowing that they are just being a mere puppet of those who are older than them.
Marcos’ time was full of activists which is more popular than Kabataan Barangay
until the time that it was abolished. Then the next president Corazon Aquino
envisioned that youth can be trained to be the future leaders of our country but it
lacked the powers intended by the president.
      On 1991 Katipunan ng Kabataan was created are all youth ages from 15
to 18 years old who are residing atleast 6 months in the barangay location and
must be listed also on the official barangay list. Also Sangguniang Kabataan
which were voted by the Katipunan ng Kabataan to represent them and deliver
program and services which are focused on the youth. The age 15 to below 18
are based on Republic Act 9164 in 2002.
      During the implementation of Sangguniang Kabataan, poor reputation
when it comes to their poor programs that will have good impact for the youth
has widely spread and other issues like same old program were being
implemented every year also corruption and nepotism. Truly when it comes to
the young innocent mind of ages 15 to 17 years old it is really hard to do things
the way that adults expected it to become. According to the study of Department
of Local Government on 2007 it showed that the past 10 years Sangguniang
Kabataan Performance has been way of the expected outcomes.
      On 2013 Republic Act no. 10632 was enacted to postpone the scheduled
elections for the SK with the reason that it only serve as a breeding ground for
political dynasty, traditional politician and corruption. Accoridng to Sen Francis
Escudero leaving the Sangguniang Kabataan Position would definitely abolished
this positions. During the time that there are no seated Sangguniang Kabataan
Officials, Department of Interior and Local Government together with COMELEC
made regulations on how the barangays will use to 10% allotted Internal
Revenue Allotment for the Sangguniang Kabataan activities and programs.
       On 2015 the next election for barangay was almost near, the house of
representative passed a reform bill for the age of Sangguniang Kabataan.
Instead of having the age of 15 to 17 it was changed into 15 to 21 and together
with that change also made a provisions for havi-.ng an anti-dynasty that
forbidding a candidates that has a relative in the public office with the second
degree of affinity for the purpose of increasing Sanggunian Kabaan’s autonomy.
President Aquino during that time passed a law that postpones once again the
election.
       On 2016 once again a Sangguniang Kabataan reform law was put into act
and made lots of changes for the previous restrictions or qualifications of those
who wants to become an Elected Sangguniang Kabataan Representative. The
age was changed from 15 to 17 into the new age gap of 18 to 24 years old and
forbids those who wants to be elected with a relative within 2 nd degree of
consanguinity from those of appointed or elected official with that specific area.
       And then comes the year 2018 wherein the elected has made it once
again and created opportunities for aspiring individuals who wants to be a
representative of the youth.
Significance of the Study:
       The results of this study will be beneficial to the following:
Students: The results will give the students specially Public Administration
course related students to know what are the prohibitions, laws, implementing
rules and regulations etc. when it comes to the subject topic of Sangguniang
Kabataan. Also they will find out the answers on the statement of the problem.
Youth: The given data that coincides within this paper will show the youth on
how to determine the ones whom they will vote on the next barangay election
2021. This will make them change their minds on how will be their basis to pick
the right person at the right vacant position.
Parents: This will help the parents of the individuals who aspires to be elected as
Sangguniang Kabataan official to determine if it is right to let their child
participate in such puppet act. Which their child are only used for the political will
of those who has higher positions than them.
Public Administrators: This study will give them a big hint whether if it is truly
right to continue Sangguniang Kabataan even though it doesn’t really have a
much greater function for them to be allotted the 10% internal revenue allotment
of the barangay.
Statement of the Problem:
      Is there a need for Sangguniang Kabataan in each Barangay?
      Do Sangguninag Kabataan have a purpose for them to be compensated
       by the government?
      Do Sangguniang Kabataan really have good programs for youth?
      Does having youth representative entails Corruption and Nepotism?
      Is popularity the only basis for a youth to be elected as Sangguniang
       Kabataan?
      Will the abolishment of Sangguniang Kabataan provide additional funds
       for a greater community or national project?
      Does Sangguniang Kabataan only contributes to traditional politician?
      Are they matured enough to have this big responsibility?

       Ideally, the Sangguniang Kabataan (Youth Council) is the venue for young
Filipinos to be trained as leaders, but along the way, there seems to be a

“Will Congress abolish its nursery?
       For the Commission on Elections (Comelec), the Sangguniang Kabataan
(SK), or local youth councils, are nothing more than a “breeding ground for
political dynasties” and, worse, of corrupt politicians. Comelec Commissioner
Lucenito Tagle told reporters that the poll body was planning to ask Congress to
scrap the program.
       “We don’t see anything of importance that has been produced by the SK.
We have many cases here where parents are the ones intervening in vote-buying
and irregularities (in SK elections),” Tagle said in an interview.
       “Imagine at that age, that’s already [their] charge against each other. It
shouldn’t be like that. They are being exposed to all of these things at an early
stage,” he said. “Get rid of the SK,” he said. “First of all, we spend so much for
the SK elections when only 2 million voters (aged 15 to just below 18) participate.
The turnout is also low and there are no good results for the youth.”
       Tagle said the budget for the barangay (village) and SK elections on Oct.
28 already reached P3.4 billion. “It’s really costly. The barangay council already
has a youth representative. Why not focus on that? Let’s just strengthen the
youth representation,” he said.
       Tagle agreed with the observation of the Parish Pastoral Council for
Responsible Voting that the program had become a “breeding ground for political
dynasties.”
       “Those who become candidates are the children of the barangay (officials)
as well as those of the mayor, and the congressman. They are [being groomed]
to run as future mayors, congressman,” he said. Tagle said the Comelec had
also received “many complaints” about alleged financial shenanigans in the
councils.”

Scope and Delimitation
       The scope of this study is descriptive in nature. The main focus of this
learning is to show if there is really a need for the said officials and if their
programs are helpful on the side of those who will benefit from it.
       In this research, study is delimited on the youth ages from 18 to 24 years
old who has the right to vote for Sangguniang Kabataan and be elected as their
representative. The study does not cover other government elected or appointed
position. The study will only be conducted within the part of Guagua Pampanga
area only.
Chapter 3: Methodology of the Study
      In this chapter, the researcher will discuss on what is the research of
design, population and samples, research instrument, validity procedure, data
gathering procedure and summary.
Research Design
      The researcher chose a survey type of research design because it will be
the one that best fit that will answer all of the unanswered questions when it
comes to the statement of the problem.
      The survey research is one in which only a few group of individuals will be
studied by gathering and examining part of the group considered to be the
representative of the whole group.
Population and Samples
      The target population on this study will only include those ages whether
masculine or feminine who are directly involve within the program of
Sangguniang Kabataan within the area of Guagua Pampanga only.
Research Instrument
       The researcher designed an interview scheduled to answer all of the
survey form questions within all of the barangays of Guagua Pampanga as one
of the date collection instrument of this study.
Validity Procedure
       The validity of the procedure will be based on the age of the individuals
who will participate in the survey sampling. Each individual before participating in
the survey must not be part or elected as Sangguniang Kabataan official nor has
a relative who is in the position. Individual must also coincide within the age of
those who can vote for the Sangguniang Kabataan Election.
Data Gathering Procedure
       After all of the survey form where all answered by random individuals it will
be administered directly to be tallied to get the percentage chosen by them. A
certain number of survey form will be printed and the result will determine all of
the unanswered questions within this study.
Summary
       The main purpose of this survey design is to show what the chosen
individual thinks about the need for Sangguniang Kabataan and their experience
when it comes to the programs that is set for them
