2. In connection with the above reference, on or about 11:00 pm of July 29,
2018, Chief Intel of this Station received a call from a BIN (Barangay Information
Network), informing that the Top 7 Most Wanted Person (Erick Nebreja @ Totoy) of this
Station can be cited at dawn at M. Hizon St. corner Herrera Street, Sta. Cruz, Manila,
this opted the Intel/Tracker Team Operatives led by the PSI INOCENCIO RICHARD A
VILLANUEVA to conduct validation and surveilance on 4:00 AM of July 30, 2018 at the
given place. With this, the undersigned was not able to attend the Traditional Flag
Raising Ceremony.
3. Please be informed that the undersigned never intended to defy any legal
order from any unit or any of his/her Superior Officers.
4. Hopefully prays that this explanation be given consideration and be absolved
from any administrative sanction your good office may impose.
