Bill of Equal Treatment of Human Act of 2018

This bill seeks to enact a law which ensures that no one shall suffer discrimination on
the basis of gender, sex, age, sexual orientation, status in life and other as established by
human rights standards. Every person has the right to life, security and privacy, right to be free
from discrimination.

This bill addresses the long-standing problem of the lack of respect for human rights and
penalty for unequal treatment or discrimination in such different ways.

Be it enacted by the House of Senate of the Philippines in Congress assembled:

Section 1. Short Title - This bill shall be known as the “Equal Treatment of Human of 2018.”

Section 2. Declaration of Policies - It is a policy of the state to work actively for the
elimination of discrimination and it violates the rule of the Human Rights. Discriminatory
practices as defined herein shall be proscribed and penalized.

Section 3. Definition of Terms – For the purposes of this Act, the following terms shall mean:

a. Equal – the same in number, amount, degree, rank, or quality.


b. Treatment – the way that you think of and act toward someone or something.
c. Human – typical of people
d. Discrimination – the practice of unfairly treating a person or group of people differently
from other people or groups of people.
e. Status – the position or rank of someone or something when compared to others in a
society, organization, group, etc.

Section 4. Prohibited Grounds for Unequal Treatment – For the purposes of this Act, Unequal
Treatment of Human that is directly based on race, religion or belief, social class, sex, gender,
disability, health, physical appearance and other status in prohibited.

Section 5. Exceptions – any action or conduct, otherwise prohibited under Sections 3 and 4 of
this Act, shall not be unlawful and shall not be considered as unequal treatment. All citizens of
the Philippines shall follow what does this bill is stated. Everyone is under this bill. No one are
exempted even those persons with the higher positions in the government. They are supposed
to be the one who will follow their bill and others will just follow.

Section 6. Penalties – the penalty of not less than one (1) year but not more than six (6) years
imprisonment or a fine of not more than Five Hundred Thousand Philippine Pesos
(Php500,000.00), or both, in the discretion of the court, and taking into consideration the
circumstances and gravity of offense.
