Description of Works
Type of Contract
This is a fixed labour rate per sft of BUA contract. The Contract amount shall include completecost
of the labor, supewision, machinery and equipment (as per scope mentioned in thedocument],
shuttering (Part) & form work including all transportation, loading and unloading,tools and tackles,
scaffolding, consumables, all lead and lift, Taxes (including Service Tax),cesses, duties, freight etc,
damages, Safety measures and Insurance, all overheads and profits etccomplete to complete all civil
works required for completion of the buildings named as “B1,B2,B3 of Poddar
Wondercity”including construction of all ancillary structures as shown in the drawing and
describedin the specifications. The rates shall be firm throughout the contract and shall not be
subject toany escalation due to increase in the price of materials, Labor Wages or on any other
accountetc. till the completion of work, even if the work is delayed for reasons whatsoever, save
andexcept as agreed under clause no (compensation for work stoppage ).
The site shall be handed over to the contractor in stages and progressively as the excavation work in
each stage is completed by the Employer.
The date of commencement of work shall be reckoned from the date the first Stage excavation is
handed over to the contractor for start of civil work.
Scope of Work
The scope of work under terms of this contract shall include, but be not limited to carrying out
all civil works for the main building, its ancillary structures etc as shown in drawings prepared
by Architect & consultant and described in specification in full compliance With conditions of
this tender document and as directed by concerned Employer's representative, including any
variations thereto and including all preparatory works and protective measures for completed
works and inclusive of;-
Excavation: Manual excavation, if required in any strata below general excavation carried
out by the Employer to an average depth of not exceeding 0.15 mtr including dressing and
cleaning of the strata before pouring the concrete for PCC leveling of the final strata at
required depth, clearing and taking out the excavated materials etc. including carting away
the surplus earth (after backfilling) within the plot as per direction. Initial Edge protection,
access and egress to work site tobe provided by the Employer and same shall be installed by
Contractor.
Backfilling: The Employer shall bring / shall unload material for back filling/ filling in
plinth to the Closest possible location [maximum lead 100m) as decided by the Employer
representative. From this point onwards, the filling shall be carried out by the contractor
with available soil/murum at site or from the earth supplied by Employer at nearest possible
point of building. manual filling required for attaining the required levels/ slopes in the lift
pits, service trenches, plinth and other pits as mentioned on drawings shall be done by
contractor up to quantity limited to plinth area x 0.3m depth[compacted].(Compacting
equipment should be of approved type and capacity] Scope shall include, total levelling and
compaction in layers with help of mechanical compactor. Before filling contractor should
sieve the backfilling material. The filling required in the basement for counterweight on the
slab shall be carried out by the contractor by transporting the same from the ground level
where the material will be supplied by the Employer.
Dewatering including deep well dewatering as and when necessary with supply of pumps.
with operation & maintenance.
Plain Cement Concrete: Laying plain cement concrete including centering, vibrating,
shuttering, compacting, curing, de—watering etc. below foundation and plinth
Plum Concrete: Laying plum concrete course in plain cement concrete and evenly
distributed plums including mechanically vibrating, compacting, centering etc. (No plums
shall be allowed to be projected / protruded within 150mm from top level of plum concrete).
Maximum quantity under contractor's scope shall be plinth area x 0.3mdepth.
The Employer shall bring / shall unload material(rubbles) for Plum Concrete to the closest
possible location (maximum load 50m) as decided by the Employer representative From this
point onwards.
Concreting (Reinforced Cement Concrete): Laying, pumping/ lifting & placing inform
including compacting / vibrating, leveling, finishing at all required location asdirected
controlled reinforced cement concrete with the contractor’s ownarrangement at any depth
and up to the full building height as shown in the drawings,including provision of necessary
staging, formwork and shuttering etc., curing andhacking the exposed surface wherever
required to receive plaster or finished to floatedsteel troweled surface wherever specified.
The scope of work shall include providingresources for making recesses in slabs, walls and
columns and placing and securing properly within the form-work sleeves and/or openings in
slabs, embodiments such as bolts, insert plates, corner protection angles, plates, anchors
dowels etc, construction joints including sunk slabs, cantilever slabs etc. to the required
shape, size and slope. Labour charges for fixing & installation of adequate work platform
with edge protection and firm ladder/access with handrail excluding the platform available
with along with system formwork to the level of concreting to be provided by the contractor
for reinforcement work workers and inspectors including employer representatives. The
scope of work shall include concreting in following areas:
All underground and overhead tanks including the on the intermediate floors for
domestic, flushing fire fighting demands, pump room and plant room.
All types of foundations including pile caps and raft, pedestals etc., as the case may
be.
Beams, columns and walls including retaining walls, in the sub structure and super
structure.
All slabs ofany type and any size in the sub structure and super structure of the
building including lofts wherever shown in the drawing.
All RCC work in the elevation, flower beds, balcony, chhajjas, canopies and
projections of any kind as shown in the drawing, encasing of steel columns and
beams wherever shown in the drawing.
All RCC work, parapet walls at different areas, refuge areas etc., wherever shown in
the drawing.
All RCC works in the staircase rooms, lift machine rooms, lift shafts, overhead
tanks, etc
All RCC work in under ground water tank, over head water tank, Fire Fighting tank,
machine foundation, foundation for the pumps, pedestals for the pile support etc
wherever shown in the drawing and as directed by the Employer’s representative.
All RCC works in the elevation for special features of the building including terrace
elevation.
Temporary RCC works and RCC works for Tie Beam, RCC Pardi, RCC columns
wherever shown in the drawings or as directed by the Employer representative.
Any other RCC work that is required to be carried out for completion of the building
in all respects wherever shown in the drawing and as per the true intent of the
contractor.
Closing the openings: Concreting slabs in the openings and holes after installation of
services, taking due care not to damage or disturb the installations, by providing
shuttering and staging around the existing pipes, ducts etc.
Note: Payment for service slab openings (MEP cut outs, service shafts and survey
openings) closing is including in BUA rate.
Openings, shafts, lift entrance, balconies need to be barricaded with MS pipe and
coupler. Material will be provided by employer and the contractor need to install,
maintain and shifting for progressive floors.
Repairs to defective concrete by chemical application with prior approval of
chemical from Employer's Representative.
Any cracks/defect in RCC structure after casting in contractor scope includes all
plant and equipments. Repairing work material will be provided by employer and
cost of material used for defective work by contractor due to poor workmanship will
be charged back.
Installation of shuttering [provided by client), fixing steel and concrete to the
required finish of cast in situ staircase.
Filling of all cut outs/openings for MEP, placer boom, men material hoist etc. isin
contractor scope. Extra payment will not be payable towards the same any manner
(ltem rate and area).
Labour charges for casting of foundation (including shuttering, steel and concrete)
for crane, hoist, boom placer will be in contractor's scope. Contractor has to break
the foundations and dispose the debris at the location specified after usage.
Housekeeping / removal of all debris / waste in the work area on a daily basis by the
contractor and accumulation of waste/debris at the place provided by the employer.
Contractor need to make covered/barricaded area for waste accumulation as per
employer’s requirement.
Curing will be done with curing compound as well as water. Curing compound will
be provided by employer, other material required i.e. haison cloth, curing compound
spray gun and roller brush etc. will be in contractor scope. Contractor can consider
that all vertical elements to be cured with curing compound with haison cloth on top
surface with water curing. All slab area will have to be curried by curing chemical or
water curing t0 the discretion of the client.
Quality of concrete till the pump will be of client‘s responsibility and thereafter it
will be in the contractor scope.
Preparation of bund [cement will be free issued by client] for water curing to the
satisfaction of client in the contractors scope.
Reinforcement: For all RCC element steel will be issued by Employer at site. Employer
may supply steel in truck load or in order length as per bar bending schedule for all RCC
work.
In case Employer arrange to issue readymade cut steel to contractor for work asper bar
bending. Contractor shall have to include transportation of steel from steel yard, bending,
lifting and fixing of steel in his scope. In this case contractor shall pass rebate as –
Prefabricated Steel (Cut & Bend): Contractor shall shift and stack as per size and shape for
easy movement for laying. Any modification due to faulty BBS supplied by contractorto be
rectify by contractor, if any scrap generated or any item can’t use the same will be debited to
contractor.
Cost for fixing of pull out bar readymade boxes in position and binding with bindingwire or
fixing with welding shall be in contractor scope. In case drilling and grouting ifrequired
after providing 0f pull out boxes, cost will be shared at 50—50 by contractorand employer.
Cost of drilling and grouting for beam bars if required will be borne byemployer.
Sleeves: Placing of Sleeves of various diameters before concreting at the locationshown in
the drawing with or without flanges /puddle flanges within the formwork ina manner as
directed by the engineer such that these are not displaced duringconcreting operation.
Sleeves for temporary edge protection and barricading atopenings as per drawings and
advice from EHS manager of Employer.
Contractor shall submit Bar Bending Schedule [BBS] for steel before start of steelcutting for
approval. Chairs & pins shall be later added in the BBS as per actualconsumption. The
approved BBS only considered for the reconciliation of steel.
Apply 1 coat ofbituminous paint of approved make to all RCC surfaces which shall bein
contact with earth
In addition to the above mentioned work. Contractor shall also carry out all civil works
wherever required at the discretion of the Employer in the building/project layout at an
agreed item rate as per Annexure V amounting up to 10% of the Contract value.
Inspection of Work: Contractor provide safe access, ladders (within cup lock scaffolding] with
proper railing and “scaffolding tag for architects, consultants’ / employer representative for
inspection ofwork and also to contractor's workmen for safe access and egress.
Rain Water drainage arrangement: Keeping working area dry is contractor's responsibility.
Contractor shall make necessary arrangement so that rain water/ surface runoff cannot enter the
working area.
Auxiliary: Following scope of activities will be required during the course ofthe project:
Concrete Testing: Casting of cubes, curing, shifting of cubes to site lab, assisting in testing
of cubes & keeping record of all tests.
Construction ofWater tank for cube curing
Supply of labor for carrying out miscellaneous activities at SiteCleaning/ Housekeeping till
substantial handing over ofparticular floor.Removal ofTie rods, PVC pipes/PVC cones,
plugging tie rod holes with approved cementmortar/cement grout
Collection of debris from each floor and disposal of debris through loading platform/Tower
crane.
Contractor shall supply the labors for construction of the dewatering drains around the
building as per instruction of Employer's Representative. Required materials to construct the
drains shall be supplied by the Employer.
Supply of Labors for Spraying of surface retarder, curing compound and other construction
chemicals
Supply, installation of sufficient flood lights/ halogens, except common area lighting and
from top of tower cranes, for illumination of working area. Common area lighting and from
top of tower cranes will be done by employer.
Contractor shall provide spray paint, chalk line, line thread, nails, hammer, markers etc.for
survey works with application of the same.
Contractor shall carryout the installation, removal, shifting & re-fixing of the edgeprotection
on every floor or as per Employer's instruction. Employer shall supply thematerial for edge
protection. Contractor to arrange tools & tackles as required forinstallation &
re—installation.
Expansion joint or construction joint RCC work should be in Contractors scope.
Bondingagent will be supplied by client.
Protection from rain water at the pump and casting location during casting of
structuremembers should be in contractor scope.
Personnel:
Contractor shall deploy following personnel on site per tower :
Project In Charge — 1 No (minimum 10—15 years high rise experience]
Construction manager — 1 No. (BE civil, with 8—10 year relevant experience)
Site Engineers — min 41105. or as required & jointly agreed with Employer's
representative (with 4—6 year relevant experience)
Note: Engineers required for site paper work (IR etc) and material reconciliation will be
appointed by Employer at cost of Contractor. These engineers will not be responsible for
contractor’s site execution and progress. Material reconciliation done by these engineers will
be acceptable to Contractor.
Supervisors —8 nos. [Including housekeeping supervisor] or as required & jointly
agreed with Employer's representative (with 8-10 year relevant experience)
Surveyor with required equipments.
Survey helpers — 4 nos.
Skilled, semi- skilled-andun skilled labors — Carpenters, Fitters, Masons etc.
Scrabbling machine operator.
Operator to operate the high pressure jet to do the concrete scrabbling work
Safety Engineer / officer — one for day and 1 supervisor for night shift
Quality Engineer — as required & jointly agreed with Employer’s representative
First aiders — required approval from employer
2 nos of Electrician per shift with third party/authority approved certificate to carry—out
electrical works required to carry out contractors work.
Plumber per shift to carry-out temporary plumbing work and operating pumps for curing.
Operator for Floor & wall scrabble.
Concrete pump operator.
Supervisors and labor to handle the special formwork system
Camp boss — to look after & maintain labour camp.
Skilled welders and cutters for welding and cutting work.
Note: All operators and riggers deployed by Contractor should be 3rd party certified.
If the contractor fails to deploy sufficient number of equipments, skilled and unskilled labors soas to
achieve required progress of works, the Employer shall have the right to carry out such works with
his own resources and the cost thus incurred shall be debited to the contractor as per GCC Clause
6.13Contra Charges
The Contractor within one week of award of contract shall furnish resource deployment schedule
stating all manpower, supervisor, equipment, his formwork etc. to the employer's representative.
This should be agreed by the employer's representative.
The Contractor shall finalize the labor requirement for next three months with the employer's
representative and ensure availability of the required labor for entire duration of project.
Contractor shall deploy the below described minimum equipment/ machinery with sufficient crew
members at all times of the day or night as per schedule of the project. Contractor shall increase the
resources as per requirement to complete the work within the schedule. No extra cost for over time
or extra time beyond normal hours or night working in any manner whatsoever shall be admissible
or payable. Contractor shall arrange for all fuel/ Oil required for operating machinery like lift,
mixers, Vibrators or any other machinery brought by Contractor. All scaffolding shall be in MS
wherever applicable (where space permits).
Concrete pump — 2 nos. of with required capacity & pipe line (min 300m) pressure and
accessories. (diesel operated)
Vibrators — as required of electric and petrol.
Needles — 60mm & 40 mm as required.
Reinforcement cutting 8; Bending Machine
Dewatering pumps
MS Scaffolding (as per requirement)
Air Blower
Concrete mixer
Soil Compactor (as per requirement)
Wall scrabbler.
Curing Pump — Operation and maintenance till completion of scope of work.
Above mentioned number of equipment and machineries are tentative. The Contractor will
have to deploy more equipment as per requirement during the project duration.
All equipments brought by contractor need to be certified by Employer’s approved third
party
All repairs/ maintenance for equipments provided by Contractor will be in Contractor's
scope
All consumables for equipments provided by Contractor will be in Contractor’s scope
All Contractors’ Plant & equipment should be operated and maintained by contractor as per
recommendation of equipment supplier. Employer may conduct third party audit on
Contractor’s equipment as and when in the opinion of Employer’s Representative is required at
contractor‘s cost. Contractor shall keep & provide all log books and the repair maintenance
record at the time of audit or as 81 when required by Employer.
In the event that Employer ends up making arrangement of above equipment for the contractor,
the pumping rates charged to contractor will be at 25% markup as per Contra Charges Clause.
The Contractor may he required to keep, operate and maintain his equipment if required by the
Employer after completion of the works in the Contractor‘s scope.
Land for temporary construction of Labor camp shall be made available to the Contractor for the
period of the Contract. Labour camp to be build by contractor as per employer's approved
specifications. The maintenance of labour camp will be in contractor's scope any failure will attract
violation of rules hence penalty as per EHS norms attached herewith for housekeeping. If there is
no separate area to allocate for labour camp, toilets, bath rooms and kitchen, keeping maintenance
with contractors will be difficult. In such condition employer will keep an agency for Cleaning and
maintenance of the entire facility and debit the cost to all contractors on pro rata basis.
Any relocation of the labor camp as and when required shall be in the Contractor's scope including
all expenses. The use of the property/ site by the Contractor or its workers/ labours neither amounts
to nor is it intended to create any leave and license lease, tenancy, sub-tenancy rights or as
transferring any right, title and interest of any nature whatsoever in favor of the Contactor.: Separate
dining area and cooking area construction shall be in contractors scope including supply of material.
Any relocation in open space will be Contractor scope.
Water tank for storage ofwater and labor toilets for labor colony shall be constructed by the
contractor free of cost, however, material for the same will be in employer scope.
Separate cooking area will be constructed by contractor ensuring all safety norms and as per
instruction of Site incharge/EHS manager of Employer. Cooking inside the room is not
allowed the material to construct cooking area in contractors scope.
Contractor will vacate land immediately after completion of work
Amenities such as potable Water and Electricity shall be provided free of cost till contract
period as per standard schedule in View of conservation of natural resources. The monthly
consumption requirement matching to labour histogram and expected P&M requirement to
be submitted by contractor, exceeding agreed consumption will be chargeable on contractor
in the subsequent month running bill.
Site level security and access control shall be provided by the Employer. The Contractor shall be
responsible for safety, security and hygiene of the respective store and labor camp are as allocated.
Concrete Pump
Pumping of Concrete to all heights and Cost of buttering the concrete delivery line is deemed to be
included in the Diesel and Operator shall remain in Contractor's scope. In the event that Employer
ends upmaking arrangement of pump for the contractor, the pumping rates charged to contractor
will be at a 25% markup as per clause 3.16 [Contra Charges). Any slurry spread around and
affecting housekeeping/damage to any finished work/ongoing work/material damage will be
cleared/cleaned on the cost of contractor
Formwork
Other then above mention area contractor will arrange new formwork/shuttering for all balance area
required to archive the construction program without any additional cost to the employer.
Contractor shall specify the type of such shuttering to be use for the work.
The Contractor shall note the following with regards to the Specialized Shuttering material
(Aluminum Formwork):
The Employer will arrange training for the Contractor on the use of the aforesaid system from the
shuttering supplier for initial 2 levels
Contractor shall make panels and erect the shuttering according to the approved design of
manufacturer and architectural drawings under the guidance of Supplier‘s Supervisor. The
Contractor shall not be paid separately for the mock—up assembly on ground.
It shall be understood that the contractor has made himself aware of the system before quoting for
the works/ operating the system shuttering. Additionally, it shall be understood the Contractor has
well versed himself with technical requirement to be able to use the system in an efficient and
optimal manner.
After completion of building, the Contractor will dismantle and return the entire shuttering to the
Employer by stacking at an unloading point on site specified by the Employer’s Representative. The
entire shuttering shall be inspected by the Employer and a joint audit will be conducted for any
irreparable damage due to improper handling to the system, over and above the normal wear and
tear. Such damages shall be debited to the Contractor at actual + 25%.Any losses during
construction to the shuttering, due to improper handling or theft etc.from contractor shall be debited
to the Contractor at landed cost +25%.The Employer will issue the consumables mentioned below
required for two levels only.
Labor, foremen and engineers to assemble, operate and dismantle the system
Supply of labor for unloading of equipments on arrival of shuttering material at site,
cleaning, bundling and loading in trailer after completion of job.
Staging, Labor, foremen and engineers to assemble, operate and dismantle the system. Labor
to stack system components at designated area within the site
Supply of all plastic cones and conduits. Client will supply for TWO levels only
Supply nails, anchors, etc. for fixing of planks or plywood on platforms and initial assembly
Tie bolt assemblies (Supplied by client for TWO levels only)
Any safety equipment such as safety harnesses, inertia reels, static lines, etc.
Supply of consumables utilized for the casting of concrete such as form release oil
The contractor shall be responsible for the cost or replacement or repair of all materials
damaged on the building site attributable to contractor.
Vertical alignment and positioning of all vertical elements
All consumable required for specialized system will be in contractor scope
All necessary on-site equipment to install the Formwork System required
Labor to stack system components at designated area within the site.
Fixing of thermocol of 35kg/m3 type required at junction of beam and column and any other
area required as per drawing
Double/triple height scaffolding should be braced horizontally & diagonally and include all
accessories such as swivel and fixed clamps etc. same should get approve from Employer
representative and EHS Head of Employer.
Tie-rod holes need to be immediately grouted after de-shuttering, grouting material shall be
provided by the Employer.
Formwork and mechanical equipment supply by employer should be returned in good
working condition. Any damage due to mishandling except normal wear and tear will be
recovered from contractor payment.
Electric Power
The Employer shall provide electricity required for construction free of cost at one locations of
every floor in building [contractor has to take necessary safety precaution of company supply
material to avoid any unwanted damages and misuses.) and at one point at labor hutment up to the
contract period only [if applicable). However total electricity requirement shall be submit by
Contractor and should get approved by Employer head. Excess uses/ wastage/ leakages of the
electricity than approval should be debited from RA Bills claimed by contractor. There will beno
power supply in labour hutment in day light from 9 am to 5 pm except 30 mins for lunch as agreed
with project team. Further distribution shall be done by the contractor at his own cost. Distribution
of electricity should get approved from employers. The contractor shall ensure that there shall be no
leakage or improper use of the said electricity during the course of transition from the common
point to the place of requirement. Contractor will be responsible for any kind of misuse of
electricity and any other materials that belong to the Employer and other agencies. While the
Employer will make every effort to supply power every day, the Contractor cannot attribute any
delays due to non availability of power so long as the Employer's failure to do so does not exceed
30 days in every calendar year (calculated on pro-rata for every incomplete calendar year in the
schedule).
Any wastage in excess of the norms prescribed by the Employer's Representative shall be debited to
the Contractor's account at Basic Rates of the respective utility + 15% overhead charges. Any a
plant and machinery used at site must be not more than 5 years old at any time of usage. All
connection should be taken using industrial plugs and sockets only. DB's required to be provided
with ELCB / RCCB as per requirement. Any further safety related requirement during site
execution and as per site situation or external authority requirement, Employer will provide all the
material required to ensure electrical safety and contractor will install and maintain those safety
arrangements. A dedicated electrician will be available at site 24 hrs on shift basis to meet any such
requirement may arise from the contractor. There should be at least2 electricians, approved by
3rdparty, per shift.
Water
The Employer shall supply Water for construction purposes free of cost at one locations every floor
in building and at one point at labor hutment up to the contract period (if applicable).Further
distribution shall be done by the contractor at his own cost. Contractor shall ensure that there shall
be no leakage or improper use of the said water during the course of transition from the common
point to the place of requirement. The Contractor shall be liable for any pilferage or misuse of the
water. Water Tank for storage of construction water shall be constructed by the Contractor with his
labor free of cost. Contractor should keep sufficient provision for storage of drinking water for
labour at working floor.
Any wastage in excess of the norms prescribed by the Employer’s Representative shall be debited
to the Contractor’s account at Basic Rates of the respective utility + 15% overhead charges.
Total requirement of construction water and domestic water should be submitted by Contractor to
Employer. Any extra requirement due to misuses and wastage except will be recovered from
Contractors RA bills.
Material
Reinforcement Steel
Case I - Reinforcement Steel is supplied in Total Load. The contractor shall satisfy himself of the
total quantity of steel received at site after unloading before acceptance from Employer and before
being put to use. Contractor shall make provisions for adequate and safe storage of steel issued to
him. Any misuse or improper stacking may attract EHS violation hence penalty applicable. The
Reinforcement Steel in Total load shall be supplied at the nearest possible point to the building.
Contractor shall visit site and understand present site conditions for material lead. Reconciliation of
the Steel is to be done through monthly RA bill for work done and along with final bill. Preparation
of bar bending schedule & working out required steel quantities will be in contractor's scope
Contractor shall prepare BBS in case steel issue in truck loads and get approved from Employers
representative before starting fabrication work). All the scrap material shall be returned to
Employer.
Case II - Reinforcement Steel is supplied in cut length at site by Employer as per bar bending
schedule for vertical RCC member. The contractor shall satisfy himself of the total quantity of steel
received at site before acceptance from Employer and before being put to use. Contractor shall
make provisions for adequate and safe storage of steel issued to him. The Reinforcement Steel shall
be supplied at Employer's centralized store at site. Reconciliation of the Steel is to be done through
monthly RA bill for work done and along with final bill. All the scrap material shall be returned to
Employer.
Contractor shall be responsible for proper casting, curing, compacting of concrete at site. In case of
failure of concrete at site, the cylindrical core sample taken from the failed portion of concrete
should show strength of 85% of the cube strength. If not, then the retrofitting/ redoing shall be done
at risk and cost of the contractor Or other test should be carry out as suggested byRCC consultant at
contractors cost. Cube casting, demoulding, curing and testing shall be in contractor’s scope as
suggested by Employers QA engineer. Contractor has to deploy dedicated staff and labor for
Concrete site test (like slum test for workability etc).
If concreting is done by pumping, ball passing through concrete pipe line must be carried out to
ensure maximum use of concrete to minimize waste.
Cement
Unloading of cement from trucks to employers stores, storing cement in proper condition at site is
contractor's responsibility and any damage of the same shall be debited to the contractor at basic
rate +10% handling charges. Shifting of material from Employer’s Godown is in contractor's scope.
Contractor shall return all empty cement bags to the Employer. Contractor can use 25% cement
bags but these will be reissued to contractor after contractor return 90%bags to the stores. Although
Cement is purchased by Employer from known brands and from reputed dealers, shall be
responsibility of the Contractor to satisfy himself regarding quality of cement by physical
inspection prior to use.
Material Reconciliations:
The contractor shall minimize the wastage on all free issued material. Wastages of the materials
should be within specified limits mentioned below, if it exceeds these percentages then actual cost
of material at the time of execution will be recovered from contractors' RA bills at the rate of
purchase price plus + 25% incidental cost. Breakages and pilferages, if any, shall also be recovered
accordingly. Contractor shall submit Reconciliation statement of cement, reinforcement every RA
bill and also along with the final bill which shall be checked and approved by the Employer's
representative before certification of bill. Reconciliation of RMC shall be submitted after every
pour, the Contractor needs to inform Employer's representative in case of any discrepancy of
supplied volume as against the quantity mentioned in the RMC supplier's Challans. Otherwise, any
such discrepancy has to be borne by the Contractor and Contractor shall be debited as per the
wastage norms as mentioned in the table below.

In case bar bending schedule is prepared by Employer's site engineers, the bar bending
schedule must be approved and any disagreements must be highlighted by the Contractor
within 7 days of receipt of the bar bending schedule from site. In case the bar bending
schedule is prepared by the Contractor, the Employer's Representative must approve the bar
bending schedule or highlight disagreements within 7 days of receipt of the same.
Cost of steel to be computed as the average cost of purchase of all steel by the Employer
during the course of the project. In case of any dispute, documentation provided by the
Employer for procurement done during the course of the project will serve as the final
figure.
Rolling margin does not play a role in determination of penalties as computed above and no
adjustment for rolling margin is to be allowed for this purpose.
The Contractor shall ensure the following for material in his scope:
Materials supplied/ obtained should be of standard and acceptable quality as per the
Company‘s specifications. Defective materials. if any, shall be replaced immediately by the
Contractor at no extra cost. The discretion of the Company in this regard shall be final and
binding.
Materials to be used including their make and type shall be pre- approved by the Employer’s
representative on site.
Material of sub-standard/ defective quality brought to the site shall be removed, as per
instruction of Employer's representative, failing which, the Contractor will not be entitled to
any payment whatsoever on this account. The Contractor undertakes to provide the
additional material in place of such rejected material at its own costs and expenses.
In case of Contractor delaying delivery of certain equipment or material, the Company
reserves the right of getting the material delivered at site at the Contractor's risk. The
material cost and additional 15% of cost shall also be recovered from the Contractor.
Employer’s representatives and the Company will have right of access to the Contractor's
workshops.
Leveled land for temporary construction of site office, stores, workshops, stack-yard and steel
bending shall be made available to the Contractor free of cost for the period of the Contract. The
extent of land will be as mutually decided by the Employer and Contractor. All temporary structures
shall be removed immediately after completion of the works. The Contractor shall construct,
maintain and demolish these structures at his own cost and will remain liable for the same in respect
of the statutory provision of the government and municipal authorities. Contractor shall be
responsible for security and hygiene of its store and labor camp is as allocated to them. Relocation
of above if required shall be done by contractor whenever required.
Schedule
Time of Completion
Total proposed time of completion for Tower work under scope is as follow:
Mobilization period: 20days of date of intimation of start of work, however, contractor shall
mobilise partially & start work immediately as per site instruction.

Completion Date: 488 days from Date of Award of work
The Contractor shall sign off a mutually agreed detailed construction schedule prepared by the
Employer’s representative. Based on the Commencement Date and the agreed programme, the
Contract Duration will bearrived at for the purpose of this Contract.
The contractor shall be deemed to have taken into consideration the statutory byelaws and
requirements for the commencement of the work at each stage and shall be deemed to have
considered fulfillment of such requirements in his completion schedule.
The contractor is also required to account his inputs in the completion schedule, reasonable time for
procurement of such permissions and shall have no claim for additional time for completion of the
work.
The project milestones shall be extracted from the mutually agreed detailed completion schedule
and shall be used as a basis for Delay penalty.
The Contractor has to officially intimate the Employer any restriction in achieving the project
milestones at least 15 days in Advance and shall be subject to the Employer’s discretion.
Note: If there are any restrictions in working hours, the contract duration and milestones will be
reviewed and mutually agreed between employer and contractor.
- Part areas/ floors will have to be handed over from time to time for 'fit outs and inishing works ' as
per requirements of the Employer.
- The Sequence of work may have to be changed to suit requirements and phased completion
schedule at no extra cost to the Employer and no additional amounts shall be payable to the
Contractor by the Employer.
The above milestones shall be used by the Employer to track the proposed construction programme.
As part of the bid, the Contractor will specify in detail the construction methodology that they
plan to adopt in order to achieve the proposed construction programme.
At the time of award of Contract, the equipment specifications, minimum numbers, the minimum
period of operation and minimum labour mobilisation will be agreed upon. However, the contractor
may increase the equipment and/or labour on site at any stage and no separate claim on this account
will be admissible.
Before starting any activity, work methodology shall be submitted by contractor to employer. After
approval from employer and necessary Changes suggested work should be carried out by
contractor.
Necessary checklist should be followed while carrying out the work. Employer QE will give
necessary checklist format to be followed.
Quantity Variations
All Areas/ quantities furnished are estimates only and hence are tentative or approximate. Final area
calculation shall be calculated as per VFC drawings by Employer's representative. No claim/
compensation for rates shall be entertained for reduction or increase in the area. The Employer in its
absolute discretion and without assigning any reason shall have the right to increase or decrease up
to 20% of Order quantity in terms of the number of stories, height andcorresponding construction
area. The Contractor shall not make any claims whatsoever in this regard.
Performance Guarantee
The Contractor shall furnish to the Employer within 2 weeks of release of confirmation of bid, a
Performance Bond by way of Bank Guarantee issued by a Scheduled Bank for a value equal to5%
of the Contract Value and valid for the period up to the date of completion plus 8 (Eight)months. In
the event that the work under the present scope gets extended beyond the stipulated completion
time, the Contractor shall extend the validity of the aforesaid Bank Guarantees placed to such time
or period then envisaged for completion.
The Employer shall be entitled to unconditionally revoke this guarantee in case of breach of the
Conditions of the Contract.
Mobilization
Mobilization shall be deemed to be completed only after full material, labour, plant, equipment and
other resources as required under the contract are sourced and deployed by the contractor at the site
of work.
Though the entire mobilization period shall be 30 days starting from the date of issue of instruction
to start work by site, Contractor shall mobilize partially and start work at site with required labor,
material and equipment by the Commencement date.
By the Contractor:
Kick off meeting with Employer's site representative and EHS In charge and sign off
Commencement of construction of site office, store and other site infrastructure required by
you for execution of the works
Submission of Bank guarantees for Mobilization advance and Performance guarantee (if
applicable)
Submission of Provident fund registration documents, Labor license and Workmen
compensation policy
Mobilization of required resources (Labour and Equipment) for the works that needs to be
executed over the next 3 months.
Submission of organization chart for the project considered along with key personname and
experience
By the Employer:
Payment of Mobilization advance, if any, against Bank Guarantee as per the payment terms.
Hand over to and grant possession of the portion of site on which the works need to
commence.
Issue of VFC drawing for foundation.
Issue of Form 'V'
Contractor shall raise as per payment stages, as agreed, once in a month. Payment shall be made
against the RA. Bill submitted by the Contractor in the follow in grammar:
Certified running bill payment shall be paid within 45 days from date of submission of the
bill (except last two Bills)
The certification period of the bill by the Employer shall be subject to satisfactory
submission of all information, vouchers etc. by the Contractor. All the RA Bills shall have
an attached joint measurement sheet, Completion certificate, guarantees, vouchers, duly
certified material reconciliation statement as may be applicable as per the instructions of the
Employer's Representative.
5% amount shall be withheld in each running bill as retention. 50% of retain amount shall be
released along with final bill and balance 50% shall be released after successful completion
of DLP of 36 months from issue of completion certificate.
Ledger account confirmation. Contractor will have to submit signed hard copy of his ledger
accounts to the Employer on quarterly basis. Ledger account confirmation to have following
items

Above entries should reflect narration, work order number and name of the project. Please note that
payments will be held up by accounts in case of non-receipt of ledger account confirmation.
Contractor needs to submit reconciliation of materials in cases where material supply isin
contractor's scope but reconciliation is required to check consumption norms as per quality
standards.
Final payment will not be released by Employer in case reconciliation of materials supplied
by Employer is not submitted and approved by Employer's representative.
The Defect Liability Period shall be as stated in the Contract or, if not stated, then 36 months from
the date of Completion of the Works as certified by Employer's Representative by issue of the
Completion Certificate.
Any defects, shrinkages or other faults which may appear during the “Defects Liability Period"
arising in the opinion of the Employer's Representative from the material or workmanship not being
in accordance with the Contract, shall be specified by the Employer's Representative in aschedule of
defects which he shall deliver to the Contractor and the Contractor shall at his own cost
rectify/amend/make good the defects within a specified time as instructed by the Employer's
Representative.
In case of default on the part of the Contractor in carrying out such instruction within a reasonable
time, the Employer’s Representative shall be entitled to employ and pay other persons to carry out
the same at the risk and cost of the Contractor and the same shall be recoverable from the
Contractor as per the Contract terms from any monies due or to become due to the Contractor and in
the event of the amount retained hereof being insufficient, recover the balance from the Contractor,
together with any expenses the Employer may have incurred in connection therewith.
The Contractor shall remain liable under the provisions of this Clause notwithstanding the signing
of any certificate or the passing of any accounts, by the Employer's Representative. The Contractor
also has to carry out all comprehensive day-to-day maintenance during the Defect Liability Period
at no extra cost to the Employer.
The above conditions shall also apply in case the material is supplied or works have beencarried out
by any Sub-Contractor who has been nominated by the Employer or approved bythe Employer's
Representative as per the terms of the Contract.
Correction of Certificates
The Employer’s Representative may by any interim certificate make any correction or modification
in any Previous certificate which shall have been issued by him and have full authority, if any Work
is not being carried out to his satisfaction, to omit or reduce the value of such Work in any interim
payment.
Statement at Completion
Not later than 60 days after the issue of the Completion Certificate in respect of the whole of
the Works, the Contractor shall submit to the Employer's Representative a "Statement at
Completion" with supporting documents showing in detail, in the form approved by the
Employer's Representative.
The final value of all Work done in accordance with the Contract up to the date stated in
such Completion certificate.
Any further sums which the Contractor considers to be due along with the relevant
documents and supporting regarding the same and an estimate of amounts, which the
Contractor considers, will become due to him under the Contract.
The Contractor shall submit final R.A. Bill against commissioning and handing
overincluding statutory approvals for the entire Works within 60 days from the date
ofVirtual Completion Certificate with all relevant information and details.
The Employer’s Representative within 60 days of submission of the final bill shall issue a
certificate of payment against the final bill to the Employer who shall thereupon, within 30
days from the date of receipt of the certificate, release the balance payment to the Contractor
after affecting all recoveries, including advances and payments against Interim Certificates.
The Employer’s Representative shall have power to withhold Certification if the Works or
any parts thereof are not being carried out to his satisfaction and/or theContractor has not
returned to Employer's Representative the all Drawings/Specification and other documents
provided under the Contract.
No dues Certificate
The Contractor shall submit a No Dues certificate to Employer stating that all payments have
been made to all nominated/ domestic sub Contractors and suppliers as applicable.
Inspection Request
Inspection request (IR) will be raised by civil contractor before start any work. IR format will be
approved by employer.
Dimensional Tolerance
The contractor is responsible for ensuring that the lift shaft is constructed and handed over to the lift
contractor as per applicable 15 and other international standards. The maximum permissible
deviation (most outward point to most inward point) in the verticality of structure(RCC) of the lift
shaft shall be as follows:
In the event that the deviation in verticality of the structure of the lift shaft exceeds these aforesaid
limits, all additional costs (in relation to rectification works or as charged by the lift contractor or
any other related contractor) x 125% shall stand debited to the civil contractor.
Labors
The labor strength requirement is subject to variation from time to time, which the Contractor
should be prepared to meet at short notices and no extra claim for this shall be considered. Below
mentioned is the approximate labor requirement per tower. Contractor will have to increase the
same as per requirement of site with 3 days prior notice from Employer.
Total Labour required at peak is 600 nos. (including Steel Fixers, Carpenters, khalasi and unskilled
labors.)
Additional minimum 15nos. labour for cleaning, housekeeping and 10 nos. for safety related work
required over and above peak required labour.
Expected maximum requirement is 40% higher than above mentioned numbers or otherwise as
agreed with Employer's Representative at site.
Depending upon the requirement and as per the instructions of the Employer’s representative, the
works may have to continue beyond the normal working hours to the extent of round the clock and
holidays (except 15 Aug, 26 Jan, lst May] also for which no extra claim would been entertained.
Contractor shall supply adequate/ skilled labor (for Mivan and conventional) as per the schedule
and as directed by site incharge.
Documents to be submitted
1. Workman's Compensation Policy: For the entire contract duration and Extension period if
any. A copy of the policy shall be submitted by the contractor to the project management at
the beginning of the project & at the time of renewal of the same.
2. Provident Fund Details: The contractor shall submit PF registration document at
Employer's site as well as head office for record purpose before commencement of work.
Also the paid PF challans to the project management on quarterly basis. In case, if the
contractor is not registered with Provident Fund Department, he shall submit the proof of the
application.
3. Labor License: The contractor shall submit the copy of the Labor License in case his labor
strength is 20 or more before commencement of work.
4. Declaration for not employing illegal migrants: The contractor shall submit the said
declaration in the prescribed format mentioned above.
5. The Contractor shall represent that it has all the licenses and approvals required for
providing services under the Contract and shall keep valid and subsisting such licenses and
approvals. The Contractor shall undertake to provide copies of such approvals as and when
requested by the Company.
6. Health card for all workers.
