            Technical Specification of Grid Interactive Roof top Solar PV Power Plants at
                   Nagpur and Raigarh POWERGRID Office and Township Area
2) Scope of Work
                                  Comprehensive Maintenance Contract (CMC) for a period of five (5) Years from
                               the date of handing over of complete system which shall include preventive/routine
                               maintenance and Breakdown/corrective maintenance ensuring servicing &
                               replacement of guaranteed parts & components of Solar Power Plant including
                               Solar PV module.
                               The equipment and materials for grid interactive Solar PV Power Plant of array
                               capacity 319 kWp shall include but not limited to the following:
                                  a)      PV Modules (Crystalline)
                                  b)      Grid Interactive Inverters
                                  c)      Array Terminal Box
                                  d)      Module Mounting Structure and frames
                                  e)      Grid interfacing LT Panel including three phase Import/export Energy
                                          Meter
                                  f)      Web-base remote monitoring system
                                  g)      Cable & Wires
                                  h)      Chemical Gel Earthing system including Lightning & Surge Protection
                                          arrangement
                                  i)      Civil works for Foundation of PV Array
                                  j)      Fire Extinguisher
                                  k)      Signage ( Project Name Plate and caution as per IS)

                           All relevant drawings, data sheets, technical catalogues on each piece of
                           equipment/devices and type test certificates along with two sets of comprehensive
                           user’s manual and one set Operation and maintenance format book suitably useable
                           for 60 months for site of installation.
                           Maintenance tools and tackle kits as identified by the Contractor and other associated
                           materials and accessories, which is necessary or usual for satisfactory and trouble-
                           free operation and maintenance of the above equipment.
3) Scope of Service
                           The item of work to be performed on all equipment and accessories shall include but
                           not limited to the following:
                            i)             Receiving, unloading and transportation at site.
                            ii)              Replacement of all damaged equipment and accessories with new one
                                   or short supply items.
                            iii)            Final check-up of equipment and commissioning and putting the system
                                   into successful functional operation.
                           All civil works associated with the installation & commissioning of roof top PV Array
                           shall have to be done by the Contractor. POWERGRID will arrange for control room
                           and required space for installation of various items like SPV modules, LT Panels,
                           Inverters etc. The Contractor shall specify and submit detail GA drawing indicating
                           minimum space to be required for installation of indoor/outdoor equipments as well as
                           PV Array.
                           Such works, not listed in the schedule of works but required for completion of the
                           project shall deemed to have been included in the scope of this bid.
                           The Contractor shall also maintain the PV Power Systems for a period of 5 (five) years
                           from date of handing over of complete system. The scope of maintenance shall include
                           supply of spare parts within the cost of Comprehensive Maintenance Contract (CMC).
                           The down time of PV System should not be more than 120 hours from time of
                           reporting to the Contractor. In case of non-rectification of the problem after 5 days (120
                           hours) from reporting the complaint, POWERGRID may consider repairing/replacing
                           such defective system on the cost of the contractor. Notwithstanding the same,
                           contractor shall continue to have the responsibilities and obligations of the subject
                           contract.
                           All equipment and materials to be furnished under this specification shall be designed,
                           manufactured and tested in accordance with the latest revisions of the relevant Indian
                           Standard (IS)/IEC as applicable.
                           The electrical installation shall meet the requirement of Indian Electricity Act, and
                           Indian Electricity Rules as amended up-to-date and also the applicable section of the
                           latest revision of the relevant IS Code of Practice.

                           Material shall be as per this document of technical specification. Any left out
                           specification(s) (if any) shall be as per the guidelines/specification of the Off-grid SPV
                           scheme of the JNNSM of the MNRE, GOI / State Nodal Agency .Contractor shall fulfill
                           MNRE guidelines/specifications in above respect and thereby assist POWERGRID in
                           getting applicable Financial Assistance(s) (Central/State, as the case may be).
                           PV modules must qualify (enclose test reports/ certificate from IEC/NABL accredited
                           laboratory) as per relevant IEC standard. Additionally the performance of PV modules
                           at STC conditions must be tested and approved by one of the IEC / NABL Accredited
                           Testing Laboratories including Solar Energy Centre.
                           The BOS items / components of the SPV power plants/ systems deployed must
                           conform to the latest edition of IEC/ Equivalent BIS Standards/ MNRE specifications.
                           Test certificates / reports for the BoS items/ components can be from any of the NABL/
                           IEC Accredited Testing Laboratories or MNRE approved test centers.
6) Completeness of Supply
                           It is not the intent to specify completely herein all details of the equipment.
                           Nevertheless, the equipment shall be complete and operative in all aspects and shall
                           conform to highest standard of engineering, design and workmanship in order to suit
                           with installation site with optimal output.
                           The Contractor shall supply all brand new equipment and accessories as specified
                           herein.
                           Contractor shall inform POWERGRID prior to material dispatch to site. POWERGRID
                           at its sole discretion may go for factory inspection prior to dispatch. Contractor shall
                           submit all the relevant test certificates and final test reports for various
                           components/material of the Solar PV System to POWERGRID before dispatch.
7)                         Solar PV Modules
                           Desired specification of Roof top Solar PV module shall include but not limited to the
                           following:
                                  Cell of the Modules shall be mono or poly crystalline high power silicon cells.
                               The solar cells shall have surface anti-reflective coating to help to absorb more
                               light in all weather conditions
                                 PV module capacity shall be minimum of 315Wp nominal rating.
                                 The PV modules must qualify the latest edition of relevant IEC 61215 or IS
                               14286. The module shall also qualify for IEC 61730 for safety qualification: Part 1-
                               requirement for construction and Part-2 requirements for testing,.
                                 Photo Electric conversion efficiency of SPV module shall not be less than
                               14.5%
                                 Fill factor of the module shall not be less than 0.7
                                  Each module shall have superior light transmission, low iron, tampered &
                               textured glass with anti reflective coating. It shall also have tough multi-layered

                               polymer back sheet for environmental protection against moisture & provide high
                               voltage electrical insulation.
                                   Solar PV module shall be highly reliable, light weight and shall have a service
                               life of more than 25 years
                                  The rated output of any supplied module shall not vary by more than 3% from
                               average power rating of all ratings. Each module, therefore, has to be tested and
                               rating displayed.
                                  Use of RF Identification tag (RFID) is mandatory for all PV modules, regardless
                               of their capacity
                                  The solar modules should have suitable encapsulation & sealing arrangements
                               to protect the silicon cells from the environment. The encapsulation arrangement
                               shall ensure        complete moisture proofing for the entire life of solar modules.
                                 Contractor must consider shading losses as per the relevant industry standard
                               & Practice while designing the proposed power plant.
                                  The bird spike shall be provided to avoid bird sitting on the solar modules at the
                               highest point of the array/module structure.
                                  The Solar PV modules are to be installed & fixed with the module mounting
                               structures with appropriate size nuts & bolts made with stainless steel.
                                 It shall perform satisfactory in relative humidity up to 95% and temperature
                               between 0-85 degrees. It shall be able to withstand wind gusts as per the relevant
                               wind code applicable for site condition.
                                 PV module junction box shall be IP65 protection class as per IEC 529
                                 PV Module shall be interconnected by MC-4 connector. The interconnection
                               cable of PV Module must confirm NEC standard “USE-2 or RHW-2”.
                                 The Contractor shall provide the sample solar PV module electrical
                               characteristics including current-voltage (I-V) performance curves and temperature
                               coefficients of power, voltage and current of the proposed PV Module (s).
                                  Each PV module used in this solar power project must use an RF identification
                               tag. The following information must be mentioned in the RFID used on each
                               module (Until March 2013, the RFID can be inside or outside the module laminate,
                               but must be able to withstand harsh environmental conditions. However from 1 st
                               April 2013 onwards; RFID shall be mandatorily placed inside the module laminate).

                                    Manufacturer of proposed PV modules must have the ISO 9001:2008 or ISO
                                  14001 Certification for their manufacturing unit for their said manufacturing item.
Warranty of PV Module
a. Material Warranty:
                           Material Warranty is defined as: The manufacturer should warrant the Solar
                           Module(s) to be free from the defects and/or failures specified below for a period
                           not less than five (5) years from the date of sale to the original customer ("Customer"):
                           If the solar Module(s) fails to conform to this warranty, the manufacturer will
                           repair or replace the solar module(s), at the Owner’s sole option.
b. Performance Warranty:
                                    PV modules used in solar power plants/ systems must be warranted for their
                                  output peak watt capacity, which should not be less than 90% at the end of 10
                                  years and 80% at the end of 25 years.
                                  If, Module(s) fail(s) to exhibit such power output in prescribed time span, the
                                  Contractor will either deliver additional PV Module(s) to replace the missing
                                  power output with no change in area of land used or replace the PV Module(s)
                                  with no change in area of land used at Owner s sole option.
                                     Entire structure shall be placed on the roof. Punching and bolting shall be
                                  permitted only for cemented/metal roof sheet with fixing of good quality of adhesive
                                  for avoiding water leakage. However, on concrete floor punching and bolting
                                  permitted with placing of cement block and fixing of good quality of adhesive for
                                  avoiding water leakage.
                                     The array structure shall be made of hot dip galvanized MS angles or
                                  galvanized tubular frame. The minimum thickness of the galvanization should be at
                                  least 80 microns
                                     The structure shall be designed for simple mechanical and electrical
                                  installation. It shall support SPV modules at a given orientation, absorb and
                                  transfer the mechanical loads to the ground or roof properly.
                                     The array structure shall be so designed that it will occupy minimum space
                                  without sacrificing the output from SPV panels. The structure shall be designed to
                                  allow easy replacement of any module & shall be in line with the site requirement.

                                   Array structure shall also have tilt arrangement to adjust the plane of the array for
                                   optimum tilt.
                                      The module mounting structure shall have to be designed and fabricated with
                                   alignment & optimum tilt angle shall be calculated to provide the maximum annual
                                   energy output. This shall be decided based on the location of array installation.
                                     Minimum Ground Clearance of the lowest part of the module structure should
                                   be at least 500mm on concrete floor and No minimum clearance criteria for
                                   cemented/metal roof sheet.
                                    Design drawings with material selected shall be submitted for prior approval of
                                   POWERGRID.
                                     The support structure design & foundation shall be designed to withstand wind
                                   gust as per the applicable relevant Indian wind load codes for the site conditions.
                                     All fasteners for supporting conduits, Nut & Bolts shall be of stainless steel,
                                   supporting structures including module mounting structure shall have to be
                                   adequately protected against all climatic condition
                                         The array structure shall be grounded properly using maintenance free earthing
                                   kit.
                                      The mounting of solar modules shall be done on rooftop and entire Fabrication
                                   of elevated structure and the structure atop sloping roofs shall be done by the
                                   Contractor.

9) Array foundation
                               The legs of the structures shall be made with hot dip GI angles or tubular supports,
                               which shall be fixed on RCC blocks. The base plate arrangement may be made on
                               RCC blocks. Grade of concrete for all RCC blocks shall be 1:2:4 mix.
                               While making design, due consideration will be given to weight of module assembly,
                               maximum wind gust as per the applicable wind load codes for the site condition (WZ4-
                               47 m/s). The work includes concreting, reinforcement, shuttering etc. as per direction
                               of POWEGRID.
                                      The junction boxes will have suitable cable entry points fitted with cable glands
                                   of appropriate sizes for both incoming and out going cables
                                     The array combiner box shall have IP 65 protection level as per IEC 529 and
                                   shall be made of Poly Carbonate material/FRP/ABS plastic.
                                     The array combiner box shall be fitted with input and output terminals, surge
                                   suppressors and DC MCBs.
                                      Suitable markings shall be provided on the lugs or bus-bar for easy
                                   identification and cable ferrules will be fitted at the cable termination points for
                                   identification.
                                         The mounting of the accessories in the Combiner Box should be DIN Rail type.

                                   The Junction Boxes shall have suitable arrangement for the followings:
                                   Combine groups of modules into independent charging sub-arrays.
                                   Provide arrangement for disconnection for each of the groups.
                                   Provide a test point for each sub-group for quick fault location.
                                   To provide group array isolation.
                                   Current carrying rating of the Junction Boxes shall be suitable with adequate
                                    safety factor to inter connect the Solar PV array.
                                 The make of Junction Boxes/associated accessories like surge suppressors,
                               DC MCBs shall be as per acceptability of POWERGRID
                           The array combiner box and all of its accessories should be such that it is specifically
                           rated/made for the use of PV system as to be declared by the original manufacturer.
                           Note : Switches/Circuit Breakers/Connectors wherever used must comply to IEC
                           60947 Part-1,II,III/ IS 60947 Part I, II, III, EN 50521 towards General requirements
                           Connectors-Safety (AC/DC)
                           The inverter shall be pure sine wave inverter of high efficiency. Inverters shall have
                           display to show its own parameters along with the parameters of PV array connected
                           to the Inverter. The inverter shall be compatible as On Grid Connected Mode
                           (Synchronization with grid). The inverter must comply with latest IEEE 1547 standard
                           for interfacing with grid. The proposed inverter must have test certificates / reports from
                           any of the NABL/ IEC Accredited Testing Laboratories or MNRE approved test centers.
                           Desired specification of inverter shall include but not limited to the following:
                                  The inverter shall be highly efficient based on Maximum Power Point Tracking
                               (MPPT) control with IGBT based design. MPPT must be able to extract maximum
                               energy from Solar array and produce 415 V, 3-ph, 50Hz AC to synchronize with the
                               grid through LT panels.
                                  MPPT controller, inverter and associated control and protection devices etc. all
                               shall be integrated into Inverter. MPPT voltage range shall be compatible with the
                               array voltage.
                                Inverter shall provide 3 phase, 415+10% V, 50+3% Hz supply on AC side with
                               THD<3%.
                                   DC voltage ripple content shall not be more than 3%
                                 Efficiency (Maximum) of Inverter shall not be less than 96% and Euro efficiency
                               (weighted) shall not be less than 95%.
                                  Degree of protection should not be less than IP-21(in case of Indoor
                               placements) or IP-65 (in case of Outdoor placement) as per IEC 529
                                  It shall have protection features such as DC inject protection to grid as per
                               above IEEE standard, over voltage, under voltage, Short circuit, over temperature,
                               Over Current, over and under grid frequency protection and Anti islanding
                               protection on AC side.
                                  It shall have protection features such as Reverse-polarity protection, Reverse
                               current to PV array protection Short circuit, over voltage, under voltage protection,

                               over current on DC side. In addition to this it shall have PV array Isolation switch
                               (DC) & AC Isolation Switch (soft switch and manual switch).
                                  The system should be capable of providing all the data including that of meter
                               and Inverter to the central software on IEC-104 protocol. All the equipments
                               /hardware /software for complying to the same will be in the Contractor’s scope.
                                 Inverter shall be grid interactive in nature.
                                  Inverter shall be capable of complete automatic operation, including wake-up,
                               synchronization & shut down. Inverter shall have DSP control and shall operate in
                               sleeping mode, when there is no power connected consuming least power
                               consumption to the extent possible.
                                   Inverter shall continuously monitor the condition of the grid. In the event of grid
                               failure, it shall resynchronize with system in less than two (2) minutes time after the
                               restoration of grid or DG set.
                                  The Inverter shall not produce Electromagnetic interference (EMI) which may
                               cause malfunctioning of electronic and electrical instruments including
                               communication equipment, which are located within the facility in which the inverter
                               is housed.
                                  Inverter shall operate seamlessly without being effected on any power cut to
                               the load.
                                  Inverter shall conform to IEC 61683/IS 61683 standard for efficiency
                               measurements, IEC 60068-2(1,2,14,30)/equivalent BIS std. for environmental
                               testing.
                                  Inverter to be communicable on remote sensing. Inverter shall have facility to
                               display basic parameters of the system through LEDs & LCD display.

                           Note : Switches/Circuit Breakers/Connectors wherever used must comply to IEC
                           60947 Part-1,II,III/ IS 60947 Part I, II, III, EN 50521 towards General requirements
                           Connectors-Safety (AC/DC)
                     (i)       DC Injection into the grid: The injection of DC power into the grid shall be
                           avoided by using an isolation transformer or other suitable means at the output of the
                           inverter. It is proposed to limit DC injection within 1% of the rated current of the inverter
                           as per IEC 61727.
                           (a)The limits for harmonics shall preferably be as stipulated in the CEA Regulations on
                           grid connectivity.
                           (b) Voltage Unbalance-The Voltage Unbalance in the grid shall not exceed the
                           permissible limits.
                           (a) The permissible limit of voltage fluctuation for step changes which may occur
                           repetitively is 1.5%.
                           (b) For occasional fluctuations other than step changes the maximum permissible
                           limits is 3%.
                           Data logging system may be an integrated part of Inverter or a separate unit. The data
                           logging system includes PV monitoring system also. The data Logger should have the
                           provision for recording the data associated with electrical parameters at different
                           stages to study performance of system as well as to study status of the system at a
                           particular instant. The data logger should have required transducer to monitor and
                           record the required system data. The data logger shall have reliable battery backup
                           and data storage capacity to record all sorts of data simultaneously round the clock.
                           Data Logger and Remote monitoring must be compatible with data logger software.
                           The other required accessories, hardware and compatible software shall have to be
                           provided as an integrated part of the system to monitor the real time data (maximum
                           15 minutes delay) through local server to be placed in the building at a suitable
                           location. The Data logger shall continuously send data to the server.
                           The monitoring system should have the provision of graphical representation of the
                           data shall include but not limited to the following:

                           All data shall be recorded chronologically date wise. The data file should be MS
                           Excel/XML/or any readable form compatible to MS Office/Open office and should have
                           the facility of down load.
                           AC power output of the inverter shall be fed to the AC Distribution Board (metering
                           panel & isolation panel) which also houses energy meter.
                           All the output of Inverter shall be terminated to the AC Panel through MCCB at the
                           incoming bus (Inverter side). The incoming bus shall be connected to Grid Supply
                           through a MCCB and an Isolator. Output of AC panel shall be terminated at Office LT
                           Panel Bus 1 & 2 (B/B-1 & B/B-2) through separate feeders in such a manner that in the
                           event of non availability of one bus/feeder, Solar PV should continue to feed other
                           healthy bus.
                           3 Ø 4 wire, 415V AC, Export Import Energy Meter (0.5 Class accuracy) of suitable
                           current capacity of any reputed make, acceptable to POWERGRID. Meter must be
                           provided with the necessary data cables. The Meter to be supplied must be tested
                           from any of the NABL/ BIS Accredited Testing-Calibration Laboratories. It shall also
                           comply with the requirements of CEA Regulations on “Installation and Operation of
                           Meters”. The Energy meter shall be installed at the incoming of the Grid interfacing LT
                           panel.

                                      prevent entry of snakes/lizard etc. inside the panel. All cables shall be
                                      adequately supported. Outside of the terminals / panels / enclosures, shall be
                                      protected by conduits. Cables and wire connections shall be soldered, crimp-on
                                      type or thimble or bottle type.
                               iv)    Only terminal cable joints shall be accepted. Cable joint to join two cable ends
                                      shall not be accepted.
                               v)     The cable must be laid through PVC conduit or metallic pipe on roof and indoor.
                                      In case of using metallic pipe as conduit proper grounding of the conduit must be
                                      done.
                               vi)    All cable/wires shall be marked with good quality letter and number ferrules of
                                      proper sizes so that the cables can be identified easily.
                               vii)   All cable shall be suitable marked or coded for easy identification. Cables and
                                      wires shall confirm to the relevant standards like IS etc.
                               viii) Cable tray (metallic preferably aluminum) of suitable size must be used for laying
                                     of cable on the floor or Roof.
                               ix)    All fasteners shall be made of Stainless steel.
                              SPV Power Plants will be provided with Lightning and Over voltage Protection
                               connected to proper earth mats.
                              The Lightning conductors shall be provided as per Indian Standards (IS) in order to
                               protect the entire Solar Array yard from Lightning strikes.
                              Necessary concrete foundation for holding the lighting conductor in position will be
                               made after giving due consideration to maximum wind speed.
                              Lighting conductors shall be earthed through flats and connected to earth mats as per
                               applicable IS with Chemical Gel earth pits.
                              The pits are provided with Masonry enclosure with cast iron cover plate having locking
                               arrangement, watering pipe using charcoal and salt as per IS.
b)                             Earthing

                              The complete Solar PV power Plant with all its accessories will be grounded, so that in
                               the event of a lightning strike or utility over voltage, current will find a safe path to
                               earth. Note that a separate grounding would be provided for this purpose, separate
                               from the one used for lightning conductor.
                              Each Solar PV array structure shall be grounded properly as per IS standard.
                              The earth conduction shall run through appropriate pipes partly buried and partly on
                               the surface of the control room building. The complete earthing system shall be
                               mechanically & electrically connected to provide independent return path to earth.

c)                         Fire Extinguishing
                           Suitable, sufficient number of fire extinguishers for all types of fire, shall be provided at
                           plant location. In addition, sufficient number of fire buckets shall also be provided. The
                           fire fighting equipment as above shall be dispersed in a suitable and purposeful
                           manner.
                           Project information Signage :The Signage shall be made up of rust free steel or
                           equivalent materials of minimum size 3’x 2’. The Signage provide with detail of the
                           project as approved by POWERGRID .The signage shall be prominently embossed.
                           Safety Signage : Safety Signage must be provided mentioning the level and type of
                           voltage and symbols as per IE Rule at different position as may be required.
                           Plumbing: For cleaning of the PV Modules, plumbing work should be done in tune
                           with the existing pipeline, so that water is easily available near the PV modules for
                           cleaning the PV Modules.
                           The work shall be taken over by POWERGRID upon successful completion of all tasks
                           to be performed at site(s) on equipment supplied, installed, erected & commissioned
                           by the Contractor in accordance with provision of this order. During handing over
                           complete project work, the Contractor shall submit the followings for considering final
                           payment.

                           The Contractor shall undertake necessary maintenance work of the Solar PV Power
                           Systems. Adequate measures should be taken for prevention of wear and tear of the
                           parts/components. Solar PV Power System is to be designed to operate with minimum
                           of maintenance.
                           The scope of maintenance work within the contract period shall include
                           preventive/routine maintenance activities to ensure proper functioning of solar
                           photovoltaic power plant as a whole as well as break down/corrective maintenance in
                           the event of malfunctions/breakdown, which prevent the operation of the power system
                           or part of it & free replacement of spares required for such maintenance in stipulated
                           time period.
                           A broad scope under preventive/routine maintenance shall include but not limited to
                           the following:
                           In case of non-rectification of the problem after 5 days (120 hours) from reporting the
                           complaint, POWERGRID may consider repairing/replacing such defective system on
                           the cost of the contractor. Notwithstanding the same, contractor shall continue to have
                           the responsibilities and obligations of the subject contract.
