GENERAL POLICIES AND OBJECTIVES
The approval of the DRRM Act of 2010 on May 27, 2010, otherwise known as the RA
10121 “ An Act strengthening the Philippine Disaster Risk Reduction and Management
System, Providing for the National Disaster Risk Reduction and Management Framework
and institutionalizing the National Disaster Risk Reduction and Management Plan,
Appropriating Funds therefore, for other Purpose” finally amended PD 1566.
The implementation of this law depends on the capacity and the capability of the office
of Civil Defense, a bureau under the Department of National Defense, which serves as
the Secretariat and implementing arm of the NDRRMC.
Significant provisions of the DRRM Act to the Local Government Units (LGU’s) are the
renaming and reorganizing the Barangay Disaster Coordinating Council into Barangay
Disaster Risk Reduction and Management Committee. Hence, the need for the issuance
of Brgy. Ordinance renamed and reorganized the members stating therin the respective
terms of reference of every member, others.
Issuance of Barangay ordinance creating the Barangay Development Council and the
Barangay DRRM Committee including adaptation and implementation of other relevant
national laws. Memorandum of Agreement (MOA) or Memorandum of understanding
(MOU) to private grocery store, pharmacy, stakeholders, private vehicle owner,
DepEd(School as ECs) and establish a continuous linkages with NGOS, NGA, CSO and
private sector.
