The Comelec issued a reminder that buying and selling
PROBLEM/
votes are criminal offenses. This was made after Philippine
SITUATION/ National Police Chief Gen. Oscar Albayalde, in a remark
NEWSANGLE that the PNPspokesman said was a joke, advised voters to
accept money offered by candidates but to vote wisely.

Section 261 of Batas Pambansa 881, the 1985 Omnibus

Election Code of the Philippines, expressly prohibits the

that the offenses can warrant imprisonment of one to six
years.
 Yet how many people have been convicted and sent to prison for the

Sadly, everything about the said law all boils down to just as good as a piece
of paper. This is why the problem is so widespread even the PNP chief has
admitted the difficulty of stopping it – the reason for his “joke.” The problem
POSITION has been around even during the time of Manila Archbishop Jaime Cardinal
Sin, who also told Filipinos to take money offered by candidates but
to vote according to their conscience. That was similar to Albayalde’s
message.

Vote-buying and selling are believed to be so rampant across the country

that the illegal acts are credited for the consistently high voter turnout in all
ARGUMENT1 Philippine elections. Flashes of news on vote buying have been aired on
national televisions three days before mid-term elections. Comelec
spokesperson James Jimenez even admitted that this year has the most cases
of vote buying compared to the previous elections.
 The offenses give undue advantage to candidates with large

up there with the other reasons why some of the most
corrosive afflictions of Philippine society, such as corruption

This situation arises from the weakness of the Comelec in

enforcing election rules. The poll body cannot enforce many
of its most basic rules, such as those governing common
poster areas. With less than two weeks before the midterm
elections, campaign materials are polluting walls, trees and
electrical posts. The Comelec has to be blind not to identify at
least the grossviolators.
 In the case of vote buying and selling, it’s impossible to
. monitor the movements of every candidate, especially if

Filipino, lahat ay mula sa CALABARZON ang itinanghal na pitong
pinakamahusay na pampaaralang pahayagan. Ganito din
ang naging resulta sa elementarya.
 Nitong nakaraang NSPC 2018 sa Dumaguete, katulad din ng nagdaang
. resulta ang nangayri sa labanan ng school papers. Hindi na kailangan pang
kwentahin ang puntos dahil maliwanag na dominado ng CALABARZON ang
labanan. Nakalulungkot isipin na may grupong nais pabagsakin ang Rehiyon
IV-A. Ginagawa nila lahat ng paraan upang mabawi ang koronang hawak ng
CALABARZON sa loob ng pitong taon. Mukhang hindi na healthy ang
kumpetisyon.
Nabubuo ang pampaaralang pahayagan sa pawis at kritikal na pag-iisip.
Produkto ito ng higher-order-thinking skills ng mga batang mamamahayag.
Kung walang puntos ang panalo sadyaryo, balewala lang pala ang
2nd pagpupuyat at pagpupunyaging ginawa ng mga manunulat at tagapayo. Isa
ARGUMENT pa, isa na itong tradisyon sa kasaysayan ng NSPC. Hindi matatawaran ang
excitement at kasiyahang dulot nito sa buong editorial staff . Higit sa lahat
source of pride ika nga ang makapag-ambag ng punots sa rehiyon para sa
iniingatang kampeonato.
 . Habang patuloy na itinataguyod sa CALABARZON ang
pagpapaunlad sa programa ng campus journalism kasabay ang

ARGUMENT NSPC ang pumapatay sa programang ito. Dapat sana’y gabay sa
pagsulong at hindi sa pag-urong ang papel nilang gagampanan.
Nakalulungkot na umaayon sila ng grupong sariling interes ang
isinusulong at patuloy na humahanap ng butas upang pabagsakin
ang CALABARZON.
Mukhang planado ang lahat lalo na’t may mga bulung-
bulungang conspiracy ang nangyari. Lalong nagkaroon ng agam-
agam matapos ipahayag ng TWG sa National Journalism Training
sa Baguio City kamakailan na dapat daw ay ‘no monopoly’ ng
isang rehiyon ang panalo. Idagdag pa na dinaan sa botohan ang
desisyon. Syempre, boboto ang bawat superbisor sa option na
pabor sakani-kanilang rehiyon.

Walang hihigit sa tagumpay na pinaghirapang
makamtan. Mas mainam na palakasin ng lahat ng rehiyon ang
CONCLUSION programa nila sa Campus Journalism at huwag pagtulungang
hilahin pababa ang CALABARZON. Sabi nga elevate your game
upang mas maganda ang maging labanan.
Para naman sa CALABARZON, mas marapat na tanggapin
ang hamon at mas paghandaan pa ang NSPC 2019 sa
pagsailalim sa kumprehensibong mga pagsasanay. Sa ganitong
paraan, mapapatunayan ng Rehiyon IV-A na kaya ng grupong
mapanatili ang kampeonato – kahit walang puntos mula sa
magwawaging mga dyaryo.
