Features of PPP Model
o Payment of up front fee of Rs. 3.4 crores (20% of the cost of
buses) by the Private Operator
o DTS hires all manpower, maintains the bus as per the Annual
Maintenance Contract (AMC) with bus manufacturer, pays
the fees of AMC, registration, insurance, MV Tax, Route
Permit and Route Authorization.
o Revenue generated from Advertisements shared between
DTS and BPTSL
o DTS has the option to buy back the buses at depreciated
price after seven years.

o Lack of workshop facility
o Parking spaces at route terminals
o Lack of bus stops and signages
o Harassment from autos and private bus operators
o Lack of interest and involvement from stakeholders
o Narrow road conditions
o Ticketless travel
Lack of workshop facility
o No authorized workshop for Swaraj Mazda buses. The
non-authorized workshop, which is 15km from the
depot, has poorly trained personnel.
o For TATA buses, the two authorized workshop present in
the city face heavy load and even a minor repair takes 5-
6 days.
o The above problems can only be solved when the bus
service has its own workshop. Full govt. support is
needed in this regard.
Parking at route terminals
o No parking space available at the terminals of
most of the 14 routes.
o There is a central depot where even the shed
has been constructed by DTS.
Lack of Bus Stop Signages
o Bus Stop signages are not present
o This means the exact location of the stop is
not known
o This causes a lot a difficulty to both boarding
and alighting passengers.
o The random halting hinders the adherence to
schedule.
Harassment by auto and private bus
o The introduction of Bus service is not welcomed by
the auto and private bus operators.
o The bus operations face disturbance and even
physical threats and damages to infrastructure and
personnel from their side.
o The govt. should be proactive in providing security
and maintaining law and order.
Ticketless travel
o 15-20% passengers travel without ticket.
o Significant loss of revenue
o No law and order authority to catch the ticketless
passengers.
Our suggestions for future implementation of
JNNURM Schemes
o The Govt. of India must ensure that the MOU
is signed with private operators only after
completion of all infrastructural facilities by
the respective states.
o The Govt. of India must ensure that all
stakeholders in the respective SPV board of
concerned state must be made accountable to
provide the required support to the private
operator.

o AMC charges to be decided on unilateral basis
