What is a System
•An orderly set of components that work together for
a certain purpose
E.g. the blood circulatory system
•Components:
•• Heart and blood vessels (artery, veins, capillaries)
•Purpose:
•• To transport blood which contains oxygen and
nutrients to all parts of the body
•• To carry wastes away to be filtered out of the body

System
•An OSH management system
– Components:
Arrangements (plans, implementation), etc.
– Purpose:
To ensure safety, health and welfare of
workers
To comply with regulation

Why Do You Need a System
A system is useful when there are:
– Many activities have to be managed
together
– Complex information that are changing
have to be taken into account at all
times

Existing OSH Management System
•There are two occupational safety and health
management system standards:
– OHSAS 18001 Occupational Health & Safety
Management System standard. This standard was
established in 1999. Widely used and certifiable.
– MS1722:2003 management system standard.
This standard was published in 2003. This is a
guidance standard.

Policy
Management must have a written OSH policy
Management must commit themselves to:
• 1) Promoting health and preventing accidents,
diseases and other work-related health effects in the
workplace
• 2) Complying with OSH legal requirements and
other requirements
• 3) Workers and their representatives are consulted
when making workplace rules and regulations
• 4) Providing the necessary resources to ensure that
work and the workplace is safe
Organizing
Management as a whole is responsible for
OSH
Ensuring that management and workers are
competent to carry out their tasks, especially
the hazardous ones
Employees are informed of hazards they are
working in and procedures are established to
ensure their safety and health
Management must promote safety and health
Planning and Implementation
Hazards identification and assessment is made the
basis of OSH management
Preventive, protective measures must be implemented
Have an emergency preparedness and response
arrangements
There must be procedures for purchasing and
contracting to ensure safety and health requirements
are incorporated in purchased materials and equipment
as well as in contracting activities
OSH management activities must be planned and
performance targets set
Evaluation
OSH management programmes must be
monitored
Investigate work-related injuries, ill health,
diseases and incidents, and their impact of OSH
performance
Carry out regular audits
Management must review its activities to ensure
that the OSH programme is efficient and that its
OSH performance targets are met and improved
upon

OCCUPATIONAL SAFETY AND
HEALTH ACT 1994 (ACT 514)
PART VII SECTION 30
(1) Every employer shall establish a safety and
health committee at the place of work in
accordance with this section if :
(a)there are forty or more persons
employed at the place of work;
or
(b) the Director General directs the
establishment of such a committee at the
place of work.

KEHENDAK PERUNDANGAN
Seksyen 30 OSHA 94 mengkehendaki majikan yang mempunyai
40 (atau lebih) orang pekerja , atau majikan yang
diarahkan oleh Ketua Pengarah Jabatan Keselamatan
dan Kesihatan Pekerjaan, untuk menubuhkan satu
Jawatankuasa Keselamatan dan Kesihatan di tempat kerja
yang berkenaan.

Untuk meningkatkan kerjasama dan permesyuarahan
di antara majikan dan pekerja didalam meningkatkan
keselamatan dan kesihatan di tempat kerja
Untuk mengadakan saluran komunikasi dua-hala yang
menyalurkan maklumat yang bersangkutan
keselamatan
dan kesihatan pekerjaan
Untuk meningkatkan minat dan motivasi semua
kumpulan pengurusan dan pekerja didalam isu
berkenaan

• Review the S&H policies at the place of work
and make recommendations to the employer
for any revision of such policies
• Inspect the workplace at least once in every 3
months and recommended preventive and
corrective measures
• Discuss reports and matters from safety officer,
enforcement officers, etc
• Practices and recommend corrective actions
• Assist to organise promotional activities

PERMIT KERJA (PERMIT TO WORK)
Permit Untuk Bekerja sentiasa diperlukan untuk menjalankan kerja-kerja
ditempat tertentu bagi mengelakkan kemalangan dari berlaku yang boleh
mengganggu operasi loji.
Permit Utama (Panas/ sejuk) – Hot/ Cold Work
- Sijil kelulusan kerja – diperlukan untuk sebarang kerja yang
hendak dilakukan di kawasan tersebut
Sijil Sokongan
- Untuk kerja yang berbahaya – kerja yang memerlukan peraturan dan
pengawalan khas yang lebih ketat tidak cukup dengan hanya permit
kelulusan kerja; ia perlu disokong oleh sijil tambahan yang diluluskan
terlebih dahulu oleh pihak yang berkenaan selain dari penyelia tempat
kerja tersebut.
- Misalnya permit untuk hazard/api (ruang terkurung, kerja panas), permit
untuk mengorek, permit untuk kerja radiasi, permit untuk membaiki
jalan, permit untuk kerja elektrik dll

PERATURAN KERJA SELAMAT
(SOP)
SOP adalah merupakan satu kaedah
pentadbiran yang menyediakan panduan
dan cara yang selamat untuk melakukan
sesuatu kerja dan mencegah dari
perlakuan yang tidak selamat.
SOP memberi panduan menyeluruh
bagi setiap langkah, bagaimana hendak
melaksanakan kerja / menggunakan alat
tertentu dengan selamat.

CONTOH SOP
• CARA MENGGUNAKAN PANCUTAN AIR TEKANAN TINGGI
1 Pastikan sambungan paip kuat dan tidak mudah tanggal.
2. Jangan tinggalkan mesin (pump) semasa ia masih
berjalan/beroperasi.
3. Operator pump menghidupkan enjin hanya setelah diarah
oleh operator pancutan.
4. Pastikan alat pancutan dalam keadaan baik dan tidak bengkok,
sebelum digunakan.
5. Jangan pijak paip dan alat-alat lain.
6. Perhatikan hazad yang boleh menjatuhkan seperti sesuatu
yang boleh tersepak atau tersangkut kaki, ditempat kerja
tersebut.
7. Gunakan cara mengangkat yang betul untuk
memindahkan peralatan.
8. Setelah digunakan, mesin hendaklah dicuci bersih.
9. Pastikan semua injap keselamatan (dead man shut-off valves)
berfungsi dengan baik.
10. Elakkan mesin berat menghimpit paip pancutan.
11. Jangan arahkan paip pancutan ke arah tempat orang lain bekerja.

Assessing Training Needs
Begin the assessment by establishing:
• Aims and objectives of training

• Level at which training is required
Conduct a training needs analysis:
• Identify job to be done and skill required
• Analyse skill which individuals already have
• Identify skills gaps
• Train to cover the shortfall
Training is required and has to be planned to be effective.
