This document is an abstract for a study on the implementation of electronic procurement (e-procurement) using e-purchasing methods in Sanggau Regency, Indonesia from 2015-2016. The study aimed to evaluate how e-procurement supports good governance principles and identify any constraints. It found that while e-procurement aligned with procurement goals, there were still obstacles for goods/services users. The qualitative study examined transparency, competition, efficiency, monitoring and information access through interviews with the electronic procurement service and users.

ABSTRACT

Procurement of electronic-based goods and services (e-procurement) is one


form of innovation and an effort to improve the quality of government goods and
services procurement services, in accordance with the principles and objectives for
the implementation of good governance. In general, this study aims to find out how
the implementation of e-Procurement towards Good Governance by using the e-
purchasing method in the Sanggau Regency government environment and to find
out what factors are constraints for the government of Sanggau Regency for the
procurement of goods / services through e-Purchasing methods .
The form of this study uses a qualitative descriptive approach, with a focus
on the procurement of goods and services in 2015 and 2016 with indicators of the
purpose of procurement of goods / services that can be seen in Presidential
Regulation Number 54 of 2010, namely: Transparency and accountability, market
access and business competition fair, the level of efficiency of the procurement
process, monitoring and audit processes, and the need for real-time information
access. Resource person and informants in this study are Electronic Procurement
Services (EPS) and users of goods and services. Data sources are primary data and
secondary data with data collection techniques used are observation, interviews and
literature studies / document research.
Sanggau Regency has implemented the procurement of electronic-based
goods and services since the establishment of Electronic Procurement Services
(EPS) after the issuance of Sanggau District Regulation No. 32 of 2011 based on
Presidential Regulation No. 54 of 2010 which requires the procurement of goods /
services electronically (e-Procurement). The results showed that the
implementation of e-Procurement towards Good Governance by using the e-
Purchasing method in the Sanggau District Government environment was fully in
line with the objectives and principles of procurement of goods and services but
there were still obstacles faced by users of goods and services in the implementation
of e- Procurement towards Good Governance by using the e-Purchasing method in
the government environment.
