Air Pollution Bihar

WHO Report

WHO recently released global air pollution database in Geneva. WHO monitored 4,300 world cities for their air
pollution levels in terms of PM 2.5 levels in the year 2016.

 Indian cities that registered very high levels of PM2.5 pollutants were Kanpur, Faridabad, Gaya, Patna,
Agra, Muzaffarpur, Srinagar, Gurgaon, Jaipur, Patiala and Jodhpur
 Gaya, Patna, Muzaffarpur of Bihar are 3rd, 4th, and 6th most polluted cities in World

CPCB AQI Report

AQI in the bulletin of Central Pollution Control Board (CPCB) at various days in November and December 2018:

 Muzaffarpur topped the chart in terms of level of air pollution


 Patna is the 3rd highest in air pollution in India
 Out of the cities where Air Quality Index (AQI) bulletin is issued by the CPCB, Patna in December 2018
remained the most polluted city of India.

PM2.5 has been found to be the biggest contributor in the AQI in Patna and Muzaffarpur. The main sources of
PM2.5, which can reach the lung and cause damage to the respiratory system, has been found to be road dust,
construction activities a vehicular emission.

Centre for Environment and Energy Development (CEED)

 Patna did not see even a single "good" air quality day throughout the year gone by, according to a report
by the Centre for Environment and Energy Development (CEED).
 The data available with the Central Pollution Control Board (CPCB) for Patna shows that 48 per cent of the
total days had either "moderate" or "satisfactory" air quality, while the remaining 52 per cent saw "poor"
or "severe" quality of air.

Ignorance by Central Govt

 Gaya, Patna and Muzaffarpur have, however, not been included in the draft national level action plan of
the Centre.

Steps by Bihar

Continuous Ambient Air Quality Monitoring Station (CAAQMS)

 Bihar State Pollution Control is regularly monitoring the ambient air quality at Patna through Continuous
Ambient Air Quality Monitoring Station (CAAQMS) installed at Indira Gandhi Science Complex;
Planetarium premises and Beltron Bhawan, Shastrinagar & Gandhi Maidan, Bankipur Bus Depot under
NAMP
 Particulate Matter (PM10 & PM2.5) has been identified as main air pollutant as it is found above the
prescribed national standards. NO2 also has been observed an alarming level.

Action Plan for Control of Air Pollution in Non-Attainment city of Bihar

 Restriction on plying and phasing out of 15 years old commercial diesel driven vehicles.
 Introduction of cleaner fuels (CNG/LPG) for vehicles
 Regular checking of vehicular emission and issue of Pollution under Control Certificate (PUC).
 Good traffic management including re-direction of traffic movement to avoid congestion.
 Ban on registration of Diesel driven auto-rickshaw /Tempo.
 Promotion and operationalization of E-rickshaw.
 Development of Multi-layer parking
 Retrofitting of particulate filters in diesel driven vehicle.
 Checking of fuel adulteration
 Regular cleaning of road dust. Water spraying on road through tankers
 Construction of pucca pavement along the roads. Tree plantation along the roads
 Development of green belt in open areas, gardens, parks/ community places, schools & housing societies.
 Introduction of water fountains at major traffic intersection/ Golambar/circle
 Covering of construction site.
 Transportation of construction materials like sand, soil, stone chips etc. in covered system.
 Restriction on storage of construction materials along the road.
 Restriction on open burning of municipal solid waste, Biomass, plastic, horticulture waste etc.
 Immediate lifting of solid wastes generated from desilting and cleaning of municipal drains for its
disposal.
 Transportation of municipal solid wastes, construction materials and debris in covered system.
 Ensuring promotion & use of cleaner fuel for commercial purposes like local Dhaba/ eateries
 Ensuring installation and operation of air pollution control devices in industries.
 Ensuring emission standards in industries
 Adoption of cleaner technology in brick kilns at five blocks of Patna viz. Patna Sadar, Danapur,
Phulwarisharif, Maner and Fatuha.
 Shifting of polluting industries.
 Installation of four CAAQMS at Patna
1. Two CAAQM stations under CSR funds of CPSU through CPCB at Eco-Park and IGIMS, Patna
2. Two CAAQM stations under State Govt. financial assistance.
 Issue of advisory to public for prevention and control of air pollution
 Involvement of school and other academic institution in awareness program.
 Compliance of guidelines on D.G. sets and action against violation
 Help line to oversee non compliances on aforesaid issues.

Monitoring mechanism for implementation: The aforesaid action plan shall be implemented by Bihar State
Pollution Control Board with co-ordination of Department of Environment and Forest, Govt. of Bihar, Urban
Development & Housing Department, Govt. of Bihar, Transport Department, Patna Municipal Corporation, Traffic
Police and District Administration. Bihar State Pollution Control Board shall regularly review the implementation
of aforesaid action plan.
