IRR 1.0 BACKGROUND
IRR 1.1 The 20th RMYC: Regional Academic League is an annual event of the National
Junior Philippine Institute of Accountants – Region V Council (NFJPIA-RVC), which exists to
complement the academic curriculum. It aims to uphold academic excellence through creative
and exciting competitions. Best representatives from each Local Chapters are gathered to
showcase their wits and abilities to solve different problems that are based on CPA board
examination subjects. This is in line with the accomplishment of a component of the four-point
goal of the Federation, which is to promote academic excellence.
IRR 2.0 OBJECTIVES
IRR 2.1 To promote academic excellence among the students that will help them deepen
their knowledge in the field of accounting;
IRR 2.2 To allow students to test their knowledge against one another in a friendly, fun
and competitive atmosphere;
IRR 2.3 To help the participants discover their strengths and be aware of their
weaknesses in different board-related subjects through different academic competitions
IRR 2.4 To promote camaraderie and sportsmanship among the participants within the
Region;
IRR 2.5 To increase the involvement and participation of local chapter in NFJPIA-RVC
activities, as well as the participation of Region V in NFJPIA events.
IRR 3.0 ACADEMIC COMPETITIONS, COVERAGE AND ELIGIBILITY
IRR 3.1 The 20th RMYC: Regional Academic League shall be composed of the following
competitions:
1. Six (6) RMYC Cups
2. One (1) Special Cup
3. One (1) ARETÉ Cup
IRR 3.2 The table below shows the topics covered for each Academic Quiz Bee and who
are eligible to join each academic competition:

IRR 4.0 QUALIFICATIONS
IRR 4.1 The competitions in 20th RMYC: Regional Academic League is open to students
enrolled in any accounting-related courses. Provided that s/he is a bona fide member of the
National Federation FY 2019-2020, and a registered delegate of the convention.
IRR 4.2 Each contestant shall be given the privilege to join a maximum of two (2)
academic events in the 20th RMYC.
IRR 4.3 For Inter-Local Chapter Competitions, each Local Chapter may send a maximum
of three (3) representatives for each RMYC Cup, Special Cup and for the Areté Cup.
IRR 5.0 REQUIREMENTS
IRR 5.1 Contestants must submit the following requirements to their respective Regional
Vice President for Academics (in soft copy only):
IRR 5.1.1 Master list of Academic Participants;
IRR 5.1.1.1 Master list must be in Excel format (pro- forma to be provided by the NFJPIA-
RVC) indicating the name, course, contact number and respected Regional Academic League
(RAL) competition.

IRR 5.1.2 Regional Academic League (RAL) Application Forms of each Participant (pro-
forma to be provided by NFJPIA-RVC);
IRR 5.1.3 Scanned copy of the Endorsement Letter:
IRR5.1.3.1 For inter-local chapter Regional Academic League contestant: certifying that
he/she is the official representative of his/her respective local chapter signed by the Local
Chapter’s Vice President for Academics and Local Chapter President then noted by their
Adviser and Chairperson/ Dean. The Endorsement letters must be in .pdf, & saved in the file
name format:

IRR 5.2 All requirements mentioned in IRR 5.1 must be zipped into one file (.zip or .rar) and
shall be sent to nfjpia1920.r5vpacads@gmail.com on or before September 27, 2019. The file
name format to be used shall be NFJPIA1920_<LOCALCHAPTER>_RMYC_RAL.zip/rar

IRR 5.3 Change of contestants for any of the Academic Events shall be allowed provided
that it shall be communicated to the Regional Vice President for Academics at least seven (7)
days before the convention proper and updated zip files containing the revised participants of
events shall be sent.
IRR 5.4 WALK-INS shall not be allowed to participate in the Academic Events during the
20th RMYC.
IRR 5.5 The bona fide membership of the aspiring participants for the events will be
certified, through the assistance of the Vice President for Membership.
IRR 6.0 CONTEST RULES AND MECHANICS
IRR 6.1 Contestants are advised to be at the designated venue at least 30 minutes before
the time schedule.
IRR 6.2 Contestants must be properly registered and must sign the attendance sheet
before proceeding to the competition proper. Certificates of participation shall also be
distributed upon registration.
IRR 6.3 Contestants are only allowed to use BASIC CALCULATORS during the contest
proper.
IRR 6.4 Contestants must strictly wear corporate attires (no denim pants, rubber shoes,
slippers, casual wear, etc.). Noncompliance of the conduct as to proper attires shall prohibit the
participant/s to join the competition.
IRR 6.5 Late contestants are still allowed to join the competition. However, he/she shall
no longer be allowed to answer the questions he/she might have missed. For the RMYC Cups,
Special Cup, and Areté Cup, late contestants are still allowed to join the competition. However,
the team shall not be given any time extension to answer the case.
IRR 6.6 The Committee for Academics shall be composed of Education and Research
Committee, Regional Vice President for Academics, Regional Vice President for Audit and
Regional President while Regional Council shall be composed of the other Regional Executive
Officers of the NFJPIA-RVC which shall serve as the monitoring personnel and question
distributors (QD).
IRR 6.7 Aside from the Regional Executive Officers, members of the standing committees
and assigned work force members for the different events may also serve to act as QDs.
IRR 6.8 Any member of the Board of Judges and NFJPIA-RVC shall be vested with the
power to give sanction to any contestant he/she has witnessed violating any of the said
provision in this IRR.
IRR 6.9 After reading the contest rules and mechanics, contestants are given the chance
to raise questions/clarifications regarding the said rules and mechanics.
IRR 6.10 In case of any concern, clarification, or protest which is not governed by the
Implementing Rules and Regulations (IRR) of the said provision, the Regional Vice- President
for Academics shall have the absolute power to objectively decide, upon consultation to
NFJPIA-RVC and/or Regional Adviser, on matters which are deemed necessary to preserve and
protect the integrity of the event. His decision is final and irrevocable.
IRR 7.0 BOARD OF JUDGES
IRR 7.1 For the purpose of presenting an independent and intelligent decision, members
of the Board of Judges shall consist of a Certified Public Accountant. For Business Law and
Taxation, Lawyers shall be allowed to be part of the Board of Judges.
IRR 7.2 The Judge or the Board of Judges shall have the sole and exclusive authority to
clear or answer any protest/ clarification made by the contestant or the respective adviser. Any
question raised shall be limited to a 5-minute discussion only. This is to protect the
proceedings of the time of the contest.
IRR 7.3 In case of non-settlement within the 5-minutes time allotted, the contest will
continue to proceed while further discussion is made by the board of judges. Decision/s will be
announced as soon as the verdict is available. The contest should strictly proceed to the next
question.
IRR 7.4 Judge/s’ decision is final and irrevocable.
IRR 8.0 ADVISERS
IRR 8.1 Each local chapter is only allowed to have one adviser during the event. The
adviser must pre-register/ substituted on or before September 27, 2019. The pre-registration -
sheet will be provided by NFJPIA RVC and uploaded on the same drive where requirements are
uploaded. This is for purposes of control.
IRR 8.2 Only those pre-registered are allowed to stand as advisers during the event. The
advisers are requested to bring any valid IDs (preferably PRC ID), to be presented during the
event so as to confirm their identity.
IRR 8.3 Late advisers are still admitted to stand and act as such, provided they comply
with the aforementioned provisions of this IRR. Late advisers are not allowed to raise any
concern, protest and/or clarification to those questions already settled previously.
IRR 8.4 Advisers are not allowed to take/request a copy of the questions, or any other
pertinent documents, sacred to the event’s confidentiality.
IRR 8.5 The contestants and the registered Advisers are the only persons who have the
vested rights to raise concern, protest, and/or clarification.
IRR 9.0 CONTESTANTS AND THE CONTEST MECHANICS-RMYC CUPS,
SPECIAL CUP and ARETÉ CUP
IRR 9.1 Contestants shall be provided with a copy of the question for every item. The
question distributors (QDs) shall distribute copies of the question upside-down, and the
contestants are strictly not allowed to flip the copies provided subject to the condition of IRR
9.2.
IRR 9.2 Upon the announcement of the quizmaster of the question number, the
contestants may flip their own copies, & start to read and answer the questions provided.
Penalties for any violation are as follows: Warning shall be given for the 1st offense. On the 2nd
offense, the contestant shall be sanctioned of accumulating only 30% of his total score
garnered in all rounds. 3rd offense entails disqualification from the competition in general.
IRR 9.3 All questions, whether in theory or in problems requiring computations, shall only
be read once, subject to the provisions of IRR 9.11. Request to repeat a question shall not be
entertained, unless there is an approval from the Regional Vice President for Academics.
IRR 9.4 Contestants are only allowed to manipulate their calculators after the quiz master
says “GO”. “GO” shall be declared by the quizmaster after reading of the question. Penalties for
violation are as follows: Warning shall be given for the 1st offense. On the 2nd offense, the
contestant shall be sanctioned of accumulating only 30% of his total score garnered in all
rounds. 3rd offense entails disqualification from the competition in general.
IRR 9.5 The RMYC Cups shall be comprised of three rounds, namely: Easy, Average and
Difficult Rounds. In case of a tie after the difficult round, clincher questions shall be given to
the contestants until the deadlock is broken. Time allotment, number of items and
corresponding points are as follows:

IRR 9.6 The Board of Judges or the Regional Vice President for Academics may extend time
prescribed depending on the complexity of the question.
IRR 9.7 The contestants should have written their answer before the time allotted has elapsed.
The contestants must raise their answer sheet once the quizmaster declares so. Any contestant
who fails to comply will receive a warning and his answer may be forfeited depending upon the
decision of the Board of Judges.
IRR 9.8 Contestants should write their answers clearly and legibly on the provided answer
sheets. All answers shall be in CAPITAL LETTERS.
IRR 9.9 Abbreviations are not allowed to be used unless specifically allowed by the quiz
master in a particular question.
IRR 9.10 Contestants who shall insist in writing the answers ambiguously, in abbreviation
or illegibly may still claim points for correct answers. Subject to the discretion of the Board of
Judges or the Regional Vice President for Academics.
IRR 9.11 Before proceeding to the next question, contestants shall be given an allotted
time of ten (10) seconds to raise a protest/clarification, to request for new marker or scratch
paper, to change their calculator if it encounters a technical problem, or other concerns. After
the allotted time has elapsed, the quizmaster shall proceed by reading the next question.
Hence, protests, clarifications, or any concerns shall no longer be entertained. Contestants
should not erase their answers during the ten (10)-second time allotment, this is to allow
validation of their answers when protests/clarifications have been raised for that particular
question.
IRR 9.12 The contestant and the registered adviser are the only persons who have vested
rights to raise concern, protest, and/or clarification.
IRR 9.13 In case where a question was voided upon the recommendation of the Board of
Judges or by the Academics Committee, questions coming from those reserved in anticipation
of a clincher round shall be arbitrarily taken to replace the voided question. The question shall
be read twice by the quiz master, as an exception to the general rule.
IRR9.14 Any contestant caught cheating shall be automatically disqualified in the
competition. He/she shall no longer be allowed to participate in the other academic events.
IRR 9.15 In case of a tie at the end of the three rounds, tie breaker questions shall be asked
until the deadlock is broken. This round shall be called the “Clincher Round”. Tie breaker
question/s shall have NO bearing on the cumulative score of the contestants. Whoever gets
the right answer and raises his answer sheet first shall advance to the next round or otherwise
be declared the winner, whichever is applicable.
IRR 9.16 This section of the IRR only covers the RMYC Cups, Special Cup and Areté Cup,
thus, does not affect any rulings as to other events of the Regional Academic League.
IRR 9.17 The top five (5) contestants accumulating the highest points shall be declared as
the 1st place, 2nd place, 3rd place, 4th place and 5th place, respectively.
IRR 10.0 POINTING SYSTEM OF REGIONAL ACADEMIC LEAGUE
IRR 10.1 The following is the pointing system in determining the Most Awarded Regional
Local Chapter in Academics:

IRR 10.2 This procedure for pointing shall be followed strictly, objectively, and impartially.
IRR 11.0 VIOLATIONS AND SANCTIONS GUIDELINES
IRR 11.1 The above-mentioned Regional Academic League Implementing Rules and
Regulations are for NFJPIA- RVC and related person’s information exchange only. The council
maintains the relevance and reliability of this document through the strict implementation of
its rules and regulations.
IRR 11.2 Any questions raised by the contestants that are not included in the IRR shall be
subjected to the jurisdiction of the Regional Vice President for Academics and NFJPIA-RVC
Executive Officers. The decision of the Regional Vice President for Academics and the RVC
Executive Officers will be final and irrevocable.
IRR 12.0 ENFORCEMENT OF THE IMPLEMENTING RULES AND
REGULATIONS
IRR 12.1 It shall be the primary duty of the Regional Vice President for Academics and the
Regional Executive Officers to effectively enforce the provisions of this Implementing Rules
and Regulations. The Executive Officers also has the sole right to interpret the contents of this
Implementing Rules & Regulations and their decision will be binding and irrevocable.
IRR 12.2 The Regional Adviser or his duly designated representative shall act as legal
adviser to the Regional Vice President for Academics and the Regional Executive Officers
and shall render legal assistance as may be necessary in carrying out the provisions of this
Implementing Rules and Regulations.
IRR 13.0 AMENDMENTS OR REVISIONS
IRR 13.1 The Regional Executive Officers shall be vested with the exclusive power to revise
and amend the Implementing Rules and Regulations.
IRR 13.2 Any amendments to or revisions to this Implementing Rules and Regulations may
be proposed by any member of any regional council upon a written request of such member,
stating the reasons thereto.
IRR 13.3 Any request for amendments and revisions as well as proposed amendments
must initially be reviewed by the Regional Vice President for Academics then to be forwarded
to the Regional Executive Officers for discussion, editing and final approval and to be noted
by the Regional Adviser
IRR 13.4 The Regional Executive Officers shall have the right to debunk any proposed revisions
and amendments, submitted to them by the Regional Vice President for Academics, which are
deemed unnecessary. The final decision on any inclusions and exclusions to this Implementing
Rules and Regulations must be determined by a majority vote of all Regional Executive Officers
in which the Regional Vice President for Academics is included.
IRR 13.5 Amendments to particular provisions in this Implementing Rules and Regulations
shall be allowed provided that such amendments will be communicated to stakeholders at
least two weeks before it could take effect.
IRR 14.0 SEPARABILITY CLAUSE
IRR 14.1 If any clause, provision, paragraph or part of this Implementing Rules and
Regulations shall be declared unconstitutional or invalid, such judgment shall not affect,
invalidate, or impair any other part hereof, but shall be merely confined to the clause,
provision, paragraph or part directly involved in the controversy in which such judgment has
been rendered.
IRR 15.0 REPEALING CLAUSE
IRR15.1 Any rule and regulation or resolution or part/s thereof inconsistent with the
provisions of this Implementing Rules and Regulations are hereby repealed or modified
accordingly.
IRR 16.0 EFFECTIVITY
IRR16.1 This Implementing Rules and Regulations shall take effect immediately after its
presentation and approval from the Regional Executive Board.
