4Ps Under the Republic Act No. 11310
According to the study conducted by Pia (2019) Manila,Philippines-With President
Rodrigo Duterte’s signature, the Pantawid Pamilyang Pilipino Program or 4Ps is now a
permanent program of government requiring regular appropriations from the budget of
the budget of the Department of Social Welfare and Development.
Duterte signed Republic Act 11310 or the 4Ps Act, in a bid to “Promote a just and
dynamic Social order thereby uplifting its citizens and marginalize sectors from
poverty”.(Ruth, 2019)
The 4Ps or the Pantawid Pamilyang Pilipino Program is a national poverty reduction
strategy of the government. Under the new law, the government will provide conditional
cash transfer to qualified poor households for a maximum period of seven years.

According to the study conducted by Ruth (2019) considered eligible for the anti-poverty
program are farmers,fisherfalks,homeless families,Indigeneous peoples,and those who
are in the informal settler sector and in geographical isolated and disadvantaged areas.

However, in order to be eligible for the cash grants,households or families must meet
the following criteria: classified as poor and near-poor based by the Philippine statistics
Authority, have members who are pregnant, or 0 to 18 years old at the time of
registration, and welling to comply with the condition specified by the law.(Maricel and
Macon,2019)
According to the world Bank (2017) The Conditional Cash Transfer (CCT) program
locally known as 4Ps program is a government program that provides Conditional Cash
Grants to the poorest of the poor in the Philippines. The program aims to break the
cycle of poverty by keeping children aged 0-18 healthy and in school, so they can have
a better future.
According to the study conducted by the World Health Organization (Who) conditional
Cash Transfer programs give money to the household on the condition that they comply
with certain pre-defined requirements. These condition can include, I for example. Up-
to-date vaccination, regular visits to a health care facility, regular school attendance by

According to the DSWD (2019) The Pantawid Pamilyang Pilipino Program or 4Ps has
dual objectives:
      Social Assistance – To provide cash assistance to the poor, I to alleviate theor
       needs (shorterm poverty alleviation)
      Social Development – to break the intergenerational cycle of poverty through
       investments in human capital (nutrition health and education).
   4Ps provides cash grants to the poor families to ensure that children stay healthy
   and in school, thus reducing school dropout rates, discouraging child labor, and
   enabling them to break free from the poverty in adulthood. ( World Bank 2019)
   The Philippines secured a fresh PHP 300-million worth loan from the world bank for
   the governments conditional cash transfer or (CCT). In a statement on friday , world
   bank said the new funding will finance the Pantawid Pamilyang Pilipino Program for
   a period of 2 years. The annual budget for the 4Ps is PHP 1.7 billion. The additional
   funding from the World Bank will cover a percent of the 4Ps budget through June
   2022 (Cai 2019)
   Under the health grant, a beneficiary family receiver PHP 500 per month or a total of
   PHP 6,000 per year for the educational grant. A beneficiary family whose children
   are in elementary receiver PHP 300 every month per child. Also a family with high
   school students receiver a monthly grant of PHP 500 per child. A maximum of three
   children is covered in every family under the program. In addition, an amount of PHP
   600.00 per month is provided to a beneficiary family as rice subsidy (Connie 2019)
   The coverage of this program implemented in 145 cities and 1,483 municipalities in
   the country. The 4Ps is responsible for a quarter of total poverty reduction in the
   country, according to the (World Bank, 2018).
   According to Arianne (2019) The 4Ps has a qualification and penalties.
   -Classified as poor and near poor by the DSWD and the poverty household issued
   by the Philippine statistic authority at the time of selection
   -Have members that are newborns up to 18 years old as well as those with pregnant
   members at the time of the registration.
   -Welling to comply with conditions set by the law.
According to Josie(2019)The lawmaker said the law also gave the 4Ps National
Advisory Council the mandate to increase the cash transfer benefits to levels that “will
ensure that the grant amounts are sufficient to make a positive impact”
   The 4Ps is the flagship anti-poverty program of former President Benigno Aquinolll
and wascontinued by his successor, President Duterte.
