1.1    Background of the Study
       Global IT-BPM has been growing strong since it was established. The largest
contributor world wide is the United States of America. The Asia Pacific, the key hub
for IT-BPM and it is the fastest sprouting market. Leading in Asia Pacific is India
which is a digital-ready economy and they cater call centers, IT sourcing and non-
voice BPM. India, according to Tesda’s ITBPM Labor Market Intelligence Report, is
the global leader in the IT BPM sector. Other countries like China, Malaysia and
Thailand are still developing their IT-BPM sector.
        Next to India is the Philippines, it says in the report that the country is number
one provider in services. The country has a large pool of English speakers in IT and
accounting. Also stated in the report that are Filipinos are in demand because of the
service standard and empathy to their work. The country is also focusing on IT and
non-voice services like in online customer support, game development and
animation.
       Games have been around for 5 decades and been all around the world.
Game development has started around in the 1960s with low cost capabilities and
very simple. Game Development and Animation in the Philippines has been around
for long time. According to the Board of Investments, an agency from the
Department of Trade and Industry (DOTI) that this kind of industry has around 30
years. Filipinos are known for their creativity, talents and passionate about their
work. That’s why the Philippines is one of the choices to outsource work and they
are active in providing animation and game development services for 38 years
(Schumacher, 2018) Many Filipino animators are behind for some animated films or
TV shows like Scooby-Doo (1960s to present), Tom and Jerry (1940s to present)
and The Incredibles (2004) and other famous names in the entertainment industry
like Walt Disney, Warner Brothers, Cartoon Network and Marvel.
       Aside from the country’s local animators help producing animation films, some
of our game developers already showing their talents to the international gaming

establishments as early as 2005 to Gameloft and Ramida Games. Recently, Ubisoft,
a video game company that is based in Montreuil, France had established its first
gaming studio in the Philippines.
       According to IT and Business Process Association of the Philippines (IBPAP),
Last 2016, the animation industry estimated to have a revenue of $22.3 million and
they forecasted an increase of $48 million in 2022. There are 22% animation
companies existing as of December 2017. (IT-BPM Roadmap 2022, 2017). The road
map also states that the pool of animators can cater services like flash animation
and web design, 3D and 2D animation, mobile application and 3D game
development and this industry export or outsource animation to United States of
America, Europe, Japan and Australia.
       Game development according to the road map also created by IBPAP, that
this industry is recognized by the government of the country as a high potential in the
Philippines’ Creative Services industry. Since it is recognized by the government,
computer games, according to IBPAP are essential programs that can be developed
in any country and they are doing everything they can to attract game development
skills, talent and investments. The workforce of the country is supplied with skills

Philippines (GDAP) that there are 60 companies, 9,000 artists in animation, over
4,000 professionals, 15,000 game support, testing and other related activities and
530,000+ college graduates annually. But there are challenges that the game
development and animation are facing and that is lacking the modern facility
equipped with new high technology instruments which help our local animators and
game developers enhance their skills and talents. According to Grace Dimaranan the
ACPI President says that the country’s animation and gaming industry carry a huge
potential for the IT BPM industry. “By training our future leaders, they can strive to
lead the next generation in building up the Philippines as the next prime destination
for animation and game related services.” (Dimaranan, 2013)

       This project has 3 classifications which is commercial, institutional and
recreational. It composes of a school for IT, game development and animation,
studios for game development and animation that are used by the members of
Game Developers Association of the Philippines (GDAP) and Animation Council of
the Philippines Incorporated (ACPI) that can facilitate tours for the community that
want to explore the world of game development and animation. Lastly, the theater for
the community to watch the produce animated films by our own local animators and
this theatre is also for hosting gaming events for E-sports. The project’s function is to
educate and create IT, game developers and animators in a professional level. Also
give the community an idea how game development and animation is created and
give them interest as a part of the investment priority plan that is created last 2017 in
the creative sector.
