Faridabad, Haryana, for the year 2017-18.
(b) Annual Accounts of the Regional Centre for Biotechnology
(RCB), Faridabad, Haryana, for the year 2017-18, and the Audit
Report thereon.
(c) Statement by Government accepting the Report and Accounts of
the above Centre.
(2) Statement (in English and Hindi) giving reasons for the delay in
laying the papers mentioned at (1) above.
2. A copy each (in English and Hindi) of the following papers:—
(a) Annual Report and Accounts of the North East Centre for
Technology Application and Reach, Shillong, for the years
2013-14 and 2014-15, together with the Auditor's Report on the
Accounts.
(b) Review by Government on the working of the above Centre.

(a) Annual Report and Accounts of the Indian Institute of Forest
Management (IIFM), Bhopal, for the year 2017-18, together with

(b) Review by Government on the working of the above Institute.
(c) Statement giving reasons for the delay in laying the papers
mentioned at (a) above.
4. A copy each (in English and Hindi) of the following papers:—
(i) (a) Annual Report and Accounts of the Film and Television Institute
of India (FTII), Pune, for the year 2016-17, together with the
Auditor’s Report on the Accounts.
(b) Review by Government on the working of the above Institute.
(c) Statement giving reasons for the delay in laying the papers
mentioned at (i) (a) above.
(ii) (a) Annual Report and Accounts of the Film and Television Institute
of India (FTII), Pune, for the year 2017-18, together with the
Auditor’s Report on the Accounts.
(b) Review by Government on the working of the above Institute.
(c) Statement giving reasons for the delay in laying the papers
mentioned at (ii) (a) above.
(iii) (a) Annual Report and Accounts of the Satyajit Ray Film and
Television Institute (SRFTI), Kolkata, for the year 2017-18,
together with the Auditor’s Report on the Accounts.
(b) Review by Government on the working of the above Institute.
(c) Statement giving reasons for the delay in laying the papers
mentioned at (iii) (a) above.
(iv) (a) Annual Accounts of the Prasar Bharati (Broadcasting Corporation
of India), New Delhi, for the year 2017-18, and the Audit Report
thereon, under sub-section (4) of Section 21 of the Prasar Bharati
(Broadcasting Corporation of India) Act, 1990.

and collection of fees on mechanical vehicles at rate specified
therein, for the use of four and more lane sections of Solapur-
Bijapur Section from K.M. 0.000 to K.M. 110.542 of National
Highway No. 13 (New NH-52).
7. A copy each (in English and Hindi) of the following Notifications of
the Ministry of Shipping, under sub-section (4) of Section 124 of the Major
Port Trusts Act, 1963:—
(1) G.S.R. 1143 (E), dated the 29 th November, 2018, publishing the
Paradip Port Trust Employees' (Recruitment, Seniority and
Promotion) Amendment Regulations, 2018.
(2) G.S.R. 1208 (E), dated the 14th December, 2018, publishing the
Mormugao Port Trust Employees (Recruitment, Seniority and
Promotion) Amendment Regulations, 2018.
(3) G.S.R. 6 (E), dated the 4th January, 2019, publishing the

Committee on Human Resource Development
Shrimati Vandana Chavan presented the following Reports (in English and
Hindi) of the Department-related Parliamentary Standing Committee on Human
Resource Development: —
(i) 309th Report on the Action Taken by the Government on the
Observations/Recommendations contained in the Three Hundred and
Fifth Report on the Demands for Grants (2018-19) of the Department
of School Education and Literacy ; and
(ii) 310th Report on the Functioning of Rashtriya Mahila Kosh.

3. Statement of the Department-related Parliamentary Standing


Committee on Agriculture
Shri Harnath Singh Yadav laid on the Table, a copy (in English and Hindi)
of the Statement of the Department-related Parliamentary Standing Committee
on Agriculture showing further action taken by the Government on Fifty-
second Report on action taken by the Government on the
observations/recommendations contained in the Forty-fifth Report (Sixteenth
Lok Sabha) on the Subject "Implementation of Scheme for Integrated Cold
Chain and Value Addition Infrastructure" of the Ministry of Food Processing
Industries.

4. Statements of the Department-related Parliamentary Standing

Shri Narayan Lal Panchariya laid on the Table, a copy each (in English and
Hindi) of the following Statements of the Department-related Parliamentary

(ESIC)
A motion for election of one Member to the Employees State Insurance

8. Government Bills — Introduced
1. The Constitution (Scheduled Tribes) Order (Third Amendment) Bill,
2019 was introduced by Shri Jual Oram, Minister of Tribal Affairs.
2. The Registration of Marriage of Non-Resident Indian Bill, 2019 was
introduced by Shrimati Sushma Swaraj, Minister of External Affairs.

11. Announcement by the Chair
The Deputy Chairman made the following announcements:—
(i) "Hon'ble Members, I have to inform the House that a function to
unveil the portrait of Bharat Ratna Shri Atal Bihari Vajpayee,
former Prime Minister of India will be held tomorrow at
10:00 A.M. in the Central Hall, Parliament House.
Hon'ble President of India would be unveiling the portrait and
addressing the distinguished gathering. A formal invite for Hon'ble
members has also been extended through Bulletin Part II.
Members are requested to attend the function and be seated in
Central Hall by 9:45 A.M."

(ii) "Hon'ble Members, we will now take up further discussion on the


Motion of Thanks on the President's Address which was moved
on 6th February, 2019. As you are aware the Business Advisory
Committee has allotted 10 hours time for this discussion, and it
was to be taken up on 4th and 5th February, 2019. Unfortunately
no business could be taken up in the House during the entire
last week. We are now left with only Two and half days during
which we have to not only discuss Motion of Thanks but also
have to do financial business which includes discussion on
Interim Budget, Appropriation Bill and Finance Bill, apart from
consideration and passing of some Government Bills to which
there was a consensus in the last meeting of the Business
Advisory Committee.
Keeping in view the quantum of essential work to be done and
time left, we will have to reduce the time for Motion of Thanks to 8
hours and finish it today.
So, I propose that we resume the discussion now."

(Due to gross disorderly conduct in violation of the rules and


etiquette of Rajya Sabha by the following Members, who entered
the ‘Well’ of the House, displayed placards, shouted slogans and
persistently and willfully obstructed the proceedings of the House,
the Chair adjourned the House for the day:––
