KNOW ALL MEN BY THESE PRESENTS:

I, SAMUEL ROSETE DOMINGO, of legal age, married to Maryjane


Eugenio Domingo, Filipino, resident and with a postal address at Tambugan,
Camiling, Tarlac, Philippines, have NAMED, CONSTITUTED and APPOINTED, and
by these presents, do NAME, CONSTITUTE and APPOINT, MARYCRIS B. CAOILE,
of legal age, Filipino, married to Noel Caoile, a resident of and with postal
address at Palimbo-Caarosipan, Camiling, Tarlac as true and lawful Attorney-in-
fact, for us and in our name, place and stead, for our own use and benefit, to do
and perform all or any of the following acts and things pertaining to the
PHILGEPS PLATINUM MEMBERSHIP to wit:

1.To file application and receive the Certificate of Platinum Membership from
the Bureau of Internal Revenue (BIR)-17B.
2.To sign documents or papers as maybe required by the Philippines
Government Electronic Procurement System
3.Generally, to do and perform all and every act and thing which may be
necessary in the exercise of the foregoing powers.

HEREBY GIVING AND GRANTING unto our said Attorney-in-fact full power
and authority to do and perform all and every act and thing whatsoever
requisite, and necessary to be done as fully to all intents and purposes as I
might or could lawfully do if personally presents, and hereby ratifying and
confirming all that my said Attorney-in-fact shall lawfully do by virtue of these
presents.
