YOUR VIEW OF THE ISSUE

My opinion to the issue about Manila Bay Rehabilitation, is that it must be carried out since the

reason for rehabilitation is for the sake of our all safety as well as the health of our nature. Manila

Bay waters are considered the most polluted in the country due to domestic sewage, toxic

industrial effluents from factories and shipping operations and leachate from garbage dumps,

among others. Therefore, it is better to prepare for an all-out strategy to bring the coliform

concentration in Manila Bay to a safe level so that the people who reside near the bay will enjoy

its waters and marine resources without fear of getting sick.

COUNTER CLAIM:

The Manila Bay has a very wide area cover which will cost a lot of time and money to rehabilitate.

Then, after some years after the rehabilitation, Manila Bay will be polluted again due to illegal

settlers and undisciplined Filipinos. So, instead of spending so much efforts, the government may

invest the money to make Manila Bay a large road that connects different cities to lessen the

case of traffic.

PROVE YOUR COUNTER CLAIM:

According to Department of Environment and Natural Resources (DENR), the areas covered by

Manila Bay are Region 3, Region 4A, NCR, and part of Nueva Viscaya. The wide range of the bay

can connect different ways to a certain location. Also, the Metro Manila ranked 3rd for the worst

city in traffic based on the study conducted by the Boston Consulting Group which is needed an
immediate solutions and action. These evidences only proves that having the Manila Bay as roads

can really help passengers and commuters about the traffic.

YOUR ARGUMENT

POINT 1

Manila Bay Rehabilitation must be carried out since it has grown notorious for its floating patches

of garbage and its stinky waters polluted by toxic waste. DENR Calabarzon Executive Director Ipat

Luna said 90% of the pollution in Manila Bay comes from domestic waste. Calabarzon is also

considered a major contributor, as its trash directly go into Laguna Lake, then end up in Manila

Bay. For about 1,500 tons of waste are illegally dumped daily on private land, in rivers, creeks

and in the Bay, according to a study by the Asian Development Bank. Therefore, rehabilitation

need to be done to prevent Manila Bay from creating more heavily pollution that damages the

health of individuals.

POINT 2

Previous audits undertaken by Greenpeace and EcoWaste Coalition showed that at least 70

percent of Manila Bay wastes are plastic bags and packaging. President Rodrigo Duterte has

created a task force for the rehabilitation of heavily polluted Manila Bay. The task force members

shall have the power to enforce the country’s sanitation code, it is to ensure the complete

rehabilitation, restoration and conservation of Manila Bay. It shall also require all structures and

facilities around the bay, including households, “to immediately connect existing sewage lines to

available sewerage treatment plants (STPs), or to construct individual STPs.” Lastly, to improve
water quality in the bay by reducing the coliform level in all major river systems and tributaries

within the Manila Bay region.
