State Govt. by merging following adjoining 11 villages on

Process Of Development Plan
Development plan (DP) is prepared u/s 21 to 30 of Maharashtra
Regional & Town planning Act 1966 (MR & TP Act).

• Section 21 – Preparation & Submission of Draft DP.


• Section 22 – Contents of DP
• Section 23 – Declaration of intension to prepare DP.
• Section 24 – Appointment of Town Planning Officer.
• Section 25 – Existing Land Use & other surveys.
• Section 26 – Preparation and Publication of Draft DP.
• Section 28 – Planning Committee to hear the suggestions and objections
on published Draft DP.
• Section 30 – Submission of Draft DP to Govt. for final Sanction.

• Section 31 – Sanction to Draft DP.


11 Villages Draft DP status
• Section 23 – Intension Declared on 4.10.18

• Section25 – Existing Land use survey is in


progress and may complete within 6 months.

• Demographic projection, Housing & Socio-


economic survey and study is in final stage.

• Other secondary data collection is in process.

• Peri-urban area before merging hence thrust for


urbanization.
• Squatter and haphazard development.
• Unauthorized development on hill slopes.
• Lack of public amenities and communication network.
• Dense Development with lack of outdoor ventilation.
• These villages are scattered around Pune City. (west –
south – east)

• Planning for people
• Integrated & holistic planning with PMC’s remaining
area & outer area (PMRDA area).
• Preservation of Natural Resources like- Water bodies,
Hills, etc.
• Planning for Public Spaces & efficient commutation.
• Planning to improve livelihood of people.
• Better Governance, Feedback & Monitoring
mechanism.
Implementation of DP
Phase wise implementation with reference to
priorities & finance management.
• Identification of immediate needs of a city as a
whole.
• Identificationof immediate needs of the
area/neighborhood.
• Identificationof subsequent needs based on
population projections of the area/neighborhood..
• Finance through Fees, Charges & Taxes for
implementation.
Implementation of DP
• Increased demand for monetary compensation for
private land against acquisition for public purpose
due to Land Acquisition, Rehabilitation &
Resettlement Act 2013.
• Monetary compensation for private lands has add
on burden on Urban Local Body’s Finance
mechanism.
• Non monetary tools for DP Implementation-
FSI,TDR, Accommodation Reservation,etc. along
with Town Planning Scheme.
