CAR M
Product means Engine and Propeller only.
Component means product, part, appliance and includes engine and
propeller.
SUB PART H- CERTIFICATE OF RELEASE TO SERVICE.
1. CRS is issued by an Indian license holder having an experience of 3
years.
2. Owner and M.A Subpart G(CAMO) is responsible for all the
maintenance is carried out.
3. CRS should be entered in logbook within 30 days of issuance.
SUB PART I- AIRWORTHINESS REVIEW CERTIFICATE.
1. C of A is valid as long as ARC is valid.
2. Validity of ARC is 12 months extended up to 30 days.
3. When ARC is carried out a copy should be sent to DGCA within 10
days and reported within 72 hours.
4. In controlled environment the organisation (CAMO) itself issues ARC
on CA form 15-B.
5. In non-controlled environment DGCA issues ARC on CA form 15-A.
6. For light aircraft airworthiness review staff should have an experience
of 3 years and should have carried out at least one ARC in past 12
months.
7. ARC shall not be issued if there are evidence of that the aircraft is not
airworthy.
8. When an operation changes from non-commercial to commercial
then CA form 15-C issued.
9. When an aircraft is remained in controlled environment the
extension of validity doesn’t require any ARC review only a general
verification is required.
10.Anticipation of ARC is 90 days.
11.Extension of ARC is for 30 days.
12.C of A is cancelled when ARC is not valid.
13.In CAR 145 organisation they can perform ARC if they have
contracted any CAMO or Airworthiness Review Staff.
14.If TC is suspended ARC is automatically cancelled.
15.If the time limit is over ARC is cancelled.
16.C of R is issued according to CAR section 2 Series F Part 1
- When an aircraft is transferred C of R is transferred ARC is valid
till its expiry date.
-If importing an aircraft new ARC is required.
SUB PART D- MAINTENANCE DATA.
1. For component each organisation performing aircraft maintenance
should hold appropriate section of the maintenance data.
2. Tools and equipment should be controlled and calibrated to the
officially recognized standard or else by DGCA.
3. Maintenance is performed only by the persons authorised to issue
CRS or under the supervision of authorised person to issue CRS.
4. When only one person is available re-inspection is done by the same
person.
5. Authorised person may or may not have certification privileges.
6. Error Capturing:
Does not require knowledge on that system.
7. Independent audition:
*Requires knowledge on that particular system or
component for which he is authorised.
*It can be done by CAR 66 license holder or valid pilot license
holder.
8. Any defect not rectified before flight should be recorded in operator
technical log book.
SUB PART B- ACCOUNTABILITY (RESPONSIBILITY).
1. Rule 50 A- Condition necessary for C of A.
2. Appendix VIII in CAR 145 -- FUEL TANK SAFETY.
3. Appendix XIV in CAR 145 -- FUEL TANK SAFETY.
4. CAR M is applicable to all Indian registered aircraft.
5. Rule 134 -- Scheduled commercial air transport.
6. Rule 134 A -- Non-scheduled commercial air transport.
7. Category 1 light aircraft:
*MTOM should be less than 1000 kg.
*Hot air balloon volume not exceeding 3400-metercube, for
gas balloon 1050-metercube, tethered gas balloon 300-metercube.
8. Category 2 light aircraft:
*MTOM should be less than 2000 kg.
9. Special flight permit it should be in accordance with CAR 145 series F
part VIII.
10. Responsible for continuing airworthiness of aircraft is owner.
11. Ultimately responsible for continuing airworthiness of aircraft is
operator.
12. When the aircraft is leased the responsibility of the owner is
transferred to the lessee.
13. If lessee is stipulated on the registration document or detailed in
lessee contract.
14. Pre-flight inspection is carried before flight.
15. For scheduled the operator is responsible for the pre-flight inspection.
16.For non-scheduled done by PIC or FE.
17.For scheduled operators they should have their own CAMO.
18.For non-scheduled operator they can contract the CAMO.
19.Commercial air transport refers to Flying training organisation, DGCA,
AOP approval license holder, Flight crew license training courses.
20. Report of occurrence reporting should be reported through
electronically by post or FAX (Facsimile).
21. FAX number is given in AOP.
SUB PART C- CONTINUING AIRWORTHINESS.
1. The aircraft continuing airworthiness and serviceability of both
operational and emergency equipment shall be ensured by the
accomplishment of pre-flight inspection.
2. If any AD is not accomplished then C of A is cancelled therefore ARC is
also cancelled.
3. The training of pre-flight inspection is give in CAME.
4. Significant incidents and defects: Defects that have occurred in flight and
defects found during maintenance and overhaul.
5. Repetitive incidents and defects: Defects that are found repetitive
during maintenance and overhaul.
6. Deferred and carried forward defects: Defects that are found by pilot
during operational service are deferred defects and defect found by
maintenance personnel during maintenance which are carried forward
for rectification at a later maintenance input.
7. When the aircraft is maintained by CAMO amendments in maintenance
program can be done through indirect approval of it is not done by
CAMO then the owner should be responsible for it.
8. Tolerance for CAT 1 Light aircraft is done every annually or 100-hour
interval.
9. For gliders and sail planes is 1 month or 10-hour interval.
10.The aircraft maintenance program is reviewed annually and it should be
subjected to periodic review.
11.An owner or operator of maintenance program is based upon
Maintenance Review Board(MRB), Maintenance Planning
Document(MPD) and relevant documents of the maintenance manual.
12.Reliability programme is developed only for aircraft considered as
complex motor-powered aircraft.
13. DGCA issues AD for only Indian registered aircraft.
14.When CRS is issued an entry should be made within 30 days.
15.The log should be preserved for 36 months after last entry.
16.Aircraft technical log book- CAR Section 2 series X part VI.
17.There are 5 sections in aircraft technical log book.
Section 1 contains name and address of operator.
Section 2 contains next schedule maintenance and current CRS.
Section 3 contains date, time and place of take-off and landing.
Section 4 contains details of deferred defects.
Section 5 contains maintenance support information.
18. AD doesn’t come under technical log book it comes under aircraft log
book section 3.
SUB PART E- COMPONENTS.
1. CA Form 53 – CRS is issued by manufacturer for new components.
2. CA Form 1 is not required for consumable materials.
3. Control of unsalvageable components
*Grinding.
*Burning.
*Removal of major part.
*Sawing into many smaller pieces.
*Removing major identification plate and part number.
SUB PART F - MAINTENANCE ORGANISATION.
1. Any issue or variation CA Form 2 appendix 9 for CAR M.
2. Maintenance organisational manual and subsequent amendments shall
be made by DGCA Regional Office.
3. If an organisation is making amendment copy should be submitted to
DGCA before 15 days.
4. According to CAR M nominated persons are post holders should have 5
years of aviation experience out of which 3 years should be practical
experience.
5. Post holders does not include AM.
6. The training for NDT is specified in Maintenance Organisation Manual.
7. Maintenance should be carried out according to SUB PART D.
8. maintenance records are preserved for 3 years after last maintenance.
9. If an organisation is closed the maintenance records of last 3 years
should be handovered to the aircraft owner.
10.Sub contracted maintenance organisation are mentioned in
Maintenance Organisation Manual.
11.The organisation should contract person approved by DGCA in CA Form
14.
12.The validity of CAR M organisation is 5 years.
13.FINDINGS:
LEVEL 1: Seriously hazards the flight safety and to be rectified in 7
days.
LEVEL 2: Possibly hazard the flight safety and to rectified in 30 days
.
SUB PART G CONTINUING AIRWORTHINESS MAINTENANCE ORGANISATION.
1. All SUB PART G records are maintained for 2 years.
2. CAMO is only applicable for CAR M organisation, SUB PART F -145
organisation.
3. CAME is approved and it is amended only by DGCA.
4. CAME should be signed by AM.
5. Airworthiness Review Staff experience:
*Aircraft above 2730 kg personnel should have 5 years of experience.
*For aircraft less than 2730 kg personnel should have 3 years of
experience.
6. Airworthiness Review Staff are identified in CAME.
7. A person doing ARC should have done at least one ARC in last 12
months.
8. Any records of Airworthiness Review Staff should be retained for 2
years.
9. ARC is anticipated for 90 days.
10. A copy of ARC should be submitted within 10 days and reported within
72 hours.
11. All the maintenance records of that year should be maintained till they
get their ARC.
12. CAMO should be sub-contracted to only those organisations which are
specified by DGCA in CA Form 14.
13.Quality system records of CAMO are maintained for 2 years.
14.According to CAR M small organisation means 5 people working full time
or equivalent 5 people part time.
15.When the aircraft is withdrawn from service all the records should be
maintained by CAMO for 2 years.
