1 Introduction

1.1 About this Document

Social Café aims to provide customers with a friendly, comfortable atmosphere where they can
order quality food, service and entertainment at a reasonable price. Choices will be offered to
customers at the cafe. Items on order include coffee and tea of all sorts, juice, soda, and non-
alcoholic beverages. Breakfast, lunch and dinner will be served by Social Café.

A chill atmosphere will be what the interior design of the building will replicate Different areas
will be divided for the café, with some on chairs and tables, another one on large antique
couches and chairs end tables, coffee tables, book shelves filled with books and magazines,
tiffany style lamps and braided rugs.

Café will be constructed on a site the comprises 1,000 square foot area. Parking is available as
well. A small restaurant was previously on site which was purchased before. The building has
substantial parking. The site purchased had small restaurant which need some renovation.
Remodeling will consist of removing the existing booths, new carpet and some new furniture.
Minimal renovation is required for kitchen and bathrooms and the property is already zoned for
restaurants.

For advertising and promotion, many avenues can be taken. Flyers can be used for distribution
neighbourhood-wise. Fax will also be used for orders and many businesses in the area will be
given the menus. Monthly, events will be held and the calendar of events will be developed for a
customer mailing list.

1.2 Background – Problem / Opportunity Statement

Currently Melbourne does not have much socializing cafe that is exclusively focused on
socializing for community, entertainment, and art. Our sponsors are eager to support the
opening of a Cafe that features good quality food and creates opportunity youth and adults, and
is an evening venue for conviviality, art, and community building.

2 Project Scope

Social Cafe is a space which creates a socializing culture and the space we create will allow us to
do more with our lives. The space we acquire has 1000 square feet with all the cooking and
coffee equipments. Fast food, Coffee, sandwich and Chinese food will be serving in the cafe.
Our target audiences are business people, students, job persons, and retired people. Priority will
be given to local supplier and contractors for complete construction and design requirements.
The construction will meet all existing building codes and regulations, be on time, and within
budget. The design and construction of the Café will include:

 Seating place for 75 persons


 Sound system supporting acoustic performance
 Two wheel chair reachable bathrooms
 State of the art Cooking area
 Enclosed kitchen preparation area
 Ambiance that highlights the art, music, and food

2.1 Deliverables

The project main deliverable is to meet the entire deluxe requirement and deliver complete Café
with its infrastructures and then later make it operative. The other deliverables are following.

2.1.1 Product Deliverables - Description & Requirements

 A café with a friendly comfortable atmosphere.


 High quality food and service that makes customers come back for more.
 Breakfast lunch and coffee (both black and white) should be part of the menu. Also to be
included are fresh homemade juice, tea and sodas. More items that belong in the case
include sandwiches; salad soup and French lunch specialties. Large brunch menu for
Saturday special offer.
 For advertisements, consider using monthly ads neighborhood publications for the coffee
shop. Also it can help by distributing fliers to business, churches and the neighborhood.
 Promote business by offering discount coupons
 Provide fast and affordable online ordering service.

5 Project Cost management

5.1 Project Cost Management – Approach

Project cost management includes the planning of costing of whole project and allocation of
budget on each phase. In this project we allocate specific amount of budget but costing of each
items of this phase.

7 Project Communications Management

7.1 Project Communication Management - Approach

To make communications effective for the project, a proactive role needs to be displayed by the
project manager. The Communications Matrix that is presented in this document details the
communications requirements. This Matrix will serve as a guide for what information to
communicate, who is to do the communicating, when to communicate it, how it will be
communicated and to whom to communicate.

As the project goes ahead, any updates or changes may be required in the project plan come
under it. This can be done if there are alterations in personnel, scope, budget, or other reasons.

7.2 Communication Plan

The Communication is in Appendix D.

7.3 Communication Constraints


The team leader can be reached by the project team for all communication either though emails
or other reports or meetings. Team members can report to a team member in charge only unless
extreme circumstances demand that the project team members need to communicate with the
project manager. Project manager and team leader can interact through meetings, presentations
and emails that apprise them about the current situation of the project. Also to be communicated
are any problems faced by the team.

It is the responsibility of the Project Leader to communicate with relevant stakeholders such as
the Sponsor and Project manager. It is the manager who has to present project performance
reports to them. Cost and schedule performance of the project will be communicated by the
Project Manager to the Sponsor.

8 Project Risk Management

8.1 Project Risk Management - Approach

Meeting between team members and project manager can be called in case of any risk identified,
but only if the issue is internal and not serious in nature. However, in case the risk is severe and
can jeopardize/ end the project, then all stakeholders must meet and decide on corrective steps to
mitigate any negative effects.

Suppose if an issue related to misuse of funds is found out. In such an instance, a meeting
between team members, project manager, Sponsor, team leader will suffice.

8.1.1 Tools and Techniques


High-level plans for conducting the risk management activities will be defined in meetings. Risk
management cost elements and schedule activities will be developed for inclusion in the project
budget and schedule, respectively. General organizational templates for risk categories and
definitions of terms such as levels of risk, probability by type of risk, impact by type of
objectives, and the probability and impact matrix will be adapted to the specific project. If
templates for other steps in the process do not exist they may be generated in these meetings.

8.1.2 Roles and Responsibilities


To identify risks, roles should be played by every group member. However, ultimately it is the
responsibility of the project manager to inform the high-up’s of the potential risks to project.
Team leader has to prepare the formal document that contains details of the risks faced by the
project or those put forward by the team. Tis document will then need to be forwarded to the
project manager, with them trying to resolve the issue by themselves first if they can be by the
powers vested in them by the Sponsor. However, if the risk proves too enormous capable person
will be mandated to resolve it, depending on the nature of the risk.

8.1.3 Stakeholder Risk Tolerance


Risk tolerance is shown by project stakeholders by showing their willing to accept varying
degrees of risk. The risks below mild can be tolerated.

9 Project Quality Management

9.1 Project Quality Management - Approach


The quality management approach for project can be divided in following sections.

9.1.1 Quality Assurance Approach

To improve continuously, planning quality and performing quality control tools and techniques
as well as process analysis are required for ensuring smooth working of the management
processes and the product related processes. This can also help offset negative impacts. Also to
be done are checks to cost and schedule variances and cost audit reports, all of which are to be
presented weekly. These reports will show the project’s performance and quality standard.

9.1.2 Quality Control Approach

When the need arises, the project and its implementation can be inspected with respect to their
processes in case of change request. To control entire project costs as well as processes, Control
charts are needed.

Cost performance reports on a weekly basis can help the Finance department take care of
ballooning costs on product and project. To analyze team, project and schedule performance,
there will be need of Inspection, Control Charts and Scatter plot.

9.1.3 Quality Improvement Approach

Weekly meetings will be called for improving the quality of the project’s processes between the
project manager and project team. Any difficulties in the project should be addressed so that the
project proceeds smoothly with quality work.

Issuance of weekly cost performance reports will help the Finance Department to reduce project
and product costs.Inspection, Control Charts and Scatter plot will be made to analyze project,
team members and schedule performance.

10 Project Procurement Management

The procurement authority is assigned to the project manager and he can
procure the required material for the project.

10.3 Procurement Assumptions and Constraints

We need to assume that given limited funds, procurements will also be limited. However let’s
assume that procurements are on time and keep working with the available materials, resources
and supplies to complete the tasks and responsibilities.

11 Project Control

The Requirements Management processes and procedures are documented so that competent
authorities can go ahead with the planning development and implementation of the Café project.
How record of requirements will be filled, how they can be modified, and how they can be
reconciled for final product delivery – all these go into the Plan and its definition.

11.1 Progress Reporting

The Project Management Plan will be controlled by:

Project Manager

In order to know the customer’s requirements, the Project Manager is responsible for this after
working in tandem with the customer. They are also in charge of submitting the customer's
requirements for analysis and impact. Impact of requirements and its communication is also the
project manager’s job. When needed, they can negotiate requirements in case of any
modifications. Lastly, they are responsible for delivery of the Test Analysis Report to the
customer.

Team Leader

The Team leader is responsible for maintaining a matrix of all customer-approved requirements;
oversight of the requirements change control process; applying changes to requirements matrix;
and maintaining the modification history of requirements.

Configuration Control Board

The CCB consists of organization’s members. Analysing and evaluating requirements for
feasibility and impact to the project is its responsibility.

11.2 Change Management

Any proposed changes will be processed as follows:

Instituted by the Customer

The Project Manager will receive direction from the customer to modify a requirement outlined
on the properly completed Product Change Request Form. The Project Manager will present the
request to the CCB for feasibility analysis and project impact. Project Manager will inform the
customer of project impact for approval before modifications are implemented. The
Configuration Manager will incorporate the approved requirement modification into the
requirements tracking matrix, and add the modification request to the Requirements Project File.
The project team will then implement the approved modification.

Instituted by Project Team

CCB should be presented with Requirement modification requests for analysis on the properly
completed Product Change Request Form. After analysis concludes at the CCB of the
modification request, approval will be presented to the customer by the Project Manager. Once
the customer approves the modification, it is up to the Configuration Manager to incorporate the
modification into the requirements tracking matrix. Once done the modification approval record
will go into the Requirements Project File. Implementation is then undertaken by the project
with regards to the modification.

11.3 Project Completion Review


The Social Cafe project, if it needs to be considered as complete, requires a project closeout
process for finalisation. In this closeout process a checklist of final deliverables, user community
approvals, project final financial report, and review of project quality measurements are to be
furnished.

Performing a Post Mortem review and finalize a Lessons Learned Document are both activities
that should be planned for the project team. All of this is expected to be done off site and not
during normal business hours.

For the overall project work plan and the final project documentation, this is required for its
completion. When the project is done, staff needs to be reassigned to their previous duties.
Completed line managers and contractors for the project will be notified as soon as possible of
the impending completion of a resources role on the project. For the purposes of Post Mortem
Review, key personnel need to know that their presence is required.
