Assessment of the Employment Facilitation of the Province of Ilocos Norte

Rationale
It is a wonder why there are still a lot of jobless people when classified ads abound with
numerous spreads of job vacancies. On the other hand, employers continue to search for the right
workers for vacancies in their firms. This situation tells us that unemployment does not always
mean a lack of jobs. It may actually be a result of a job and skills mismatch.
The Public Employment Service Office of the Province of Ilocos Norte is helping
jobseekers and unemployed citizens seek job opportunities that fits the qualification. Although the
employment facilitation of the province is helping many people land a job, there are still many
who are unemployed or seeking employment.
Discussion
The Public Employment Service Office (PESO) is a non-fee charging multi-employment
service facility or entity established or accredited by the Department of Labor and Employment
(DOLE) pursuant to Republic Act No. 8759 otherwise known as the PESO act of 1999.
The PESO are linked to Regional Offices of the DOLE for coordination and technical
supervision, and to the DOLE Central Office, to constitute the National Employment Service
Network.
PESO offers employment facilitation among the people who needs help r seek
employment. PESO caters both local and overseas employment depending on the preference of
the applicant. Any willing applicant may visit the PESO for the matching of application to the
position.
Programs of PESO in the Province of Ilocos Norte
Employment Referral – Referral of applicants to different companies that meet their
qualifications.
Job Fairs – it is a one day event which is organized by the PESO. The office invites local
and overseas employers to cater to the needs of the jobseekers.
Special Recruitment Activities – this event is either requested by the employer or the PESO
can invite one employer to conduct the Special Recruitment. It is a 1 or 2 days event in
which a single employer can avail if they have urgent hiring that needs to be filled-up
immediately.
Special Program for the Employment of Students (SPES) – the SPES is a program that
helps underprivileged but deserving students work for 15 days with pay. This program also
helps the students have a glimpse on the processes of the government and gain experience
while on their vacation. Their salary will only be used on the continuation if their schooling.
Career Counseling –
Tulong Panghanapbuhay sa Ating Disadvantaged/ Displaced Workers (TUPAD) – is a
community based package of assistance that provides emergency employment for
displaced workers, underemployed and seasonal workers, for a minimum period of 10 days,
but ‘not exceed of 30 days, depending on the nature of work to be performed.
